- Description
- This is not a Request for Proposal (RFP) but a pre-solicitation notice for Simplified Acquisition of Base Engineering Requirements (SABER) contract. It encompasses a broad range of maintenance, repair, and minor construction work on real property at Misawa Air Base including its associated sites in Japan. This is a fixed price, indefinite-delivery indefinite-quantity (IDIQ) type contract. The duration of the contract is the basic period of 13 months with four 1-year options that may be exercised at the discretion of the Government. The guaranteed minimum amount is Y1,133,000/$10,000.00 (Y113.3 = $1.00) and the un-guaranteed maximum amount is Y3,399,000,000/$30,000,000.00 for the entire life of the contract (the basic period plus four option years). The Government will award construction project(s) by issuing individual task order(s) to the contractor as requirements are identified by 35 CES/CECC during the contract period. The contractor must furnish all materials, equipment and personnel necessary to design, manage, and accomplish the construction tasks. The work will include tasks in a variety of trades, such as carpentry, road repair, roofing, excavation, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, and other related miscellaneous work. The contractor will be required to maintain management offices on Misawa AB, Japan, in order to receive construction tasks and provide other management services related to accomplishing the tasks. The solicitation will be issued on or about 26 Jun 07. The proposal will be due 35 days after solicitation issue date. Pre-proposal conferences will be conducted on or about 2 Jul 07 in the 35 Contracting Squadron, Bldg 1006, Misawa AB, 1-chome, Hirahata, Misawa-shi, Aomori-ken, Japan for explanation of the RFP and the question & answer session. All offerors are required to attend both conferences. Offerors who did not attend either conference may not be considered for award. The contract award will be made to a single offeror who provides the Government with the best value, using Performance Price Tradeoff (PPT) process in compliance with AFFARS 5315, and Mandatory Procedure (MP) 5315.3. with evaluation factors to be included in this RFP of; 1) Technical Acceptability, 2) Past Performance, and 3) Price (Coefficient Rate). Note: The offeror represents that it has been duly authorized to operate and to do business in the country of Japan in which the contract is to be performed IAW DFARS 252.225-7042 Authorization to Perform. Also the Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7 Permits and Responsibilities.
