- The National Heart, Lung, and Blood Institute (NHLBI) is conducting a market survey to determine the availability and potential technical capability of small business firms and the NAICS Code 541711 and the size standard is 500 employees. Small Business firms are sought to establish a Biorepository and Limited Access Data Information Coordinating Center (BioLINCC) that will be responsible for establishing and maintaining the infrastructure that is necessary to facilitate and maximize access to the NHLBI Biologic Specimen Repository (Repository) and Limited Access Data Set (LADS) programs. The biospecimens and data maintained in the Repository and the LADS programs, respectively, represent a substantial public investment. Critical to maximizing the value of this investment is an efficient mechanism to process and coordinate requests to form new biospecimen collections, access existing biospecimen collections, and/or access limited access data sets; and promote awareness and access to these two resources. The successful offeror will have the following responsibilities: 1) Provide dedicated staff with expertise in data warehousing, web-based information systems, statistical programming, project management, repository regulations, project administration and marketing; 2) Coordinate and participate in the development and finalization of standardized procedures; 3) Develop, update, and maintain an interactive web-based communication platform; 4) Develop and upload on the website all the standard procedures, request forms and program information; 5) Provide a secure environment such as physical security, information technology security, user certification and auditing procedures; 6) Provide the necessary data management, informatics and statistical staff support to securely store, catalogue, access, link and query relevant datasets; 7) Identify and select biospecimens with the required characteristics and provide biospecimen lists as requested by NHLBI; 8) Distribute copies of limited access data sets as requested by NHLBI; 9) Process, document, and track all requests, regulatory approvals, and request outcome(s); and prepare quarterly and annual technical progress reports; 10) Develop policies and procedures (marketing plan) aimed at advertising and promoting use of the Repository and LADS programs; and implement the marketing plan; and 11) Interact with the NHLBI Project Officers on Repository and LADS program issues and coordinate all necessary meetings and conference calls. Information sent in response to the Sources Sought Announcement should be relevant and specific in the technical area under consideration, on each of the following qualifications (1) Experience: An outline of previous projects, specific to Biorepository and Limited Access Data Information Coordinating Centers, which are similar in nature to the work scope described in this notice; (2) Personnel: Name, professional qualifications and specific experience of technical personnel who may be assigned as principal investigator and/or project director; (3) Facilities: availability and description of specific facilities and other material resources required to perform the work. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Capability statements in response to this market survey that do not provide sufficient information for evaluation will not be considered. This is not a Request for Proposal (RFP) and responses should not include budgetary information. The RFP release date is pending. The Government intends to award one contract for a period of 5 years with an approximate award date of August 1, 2008.
