PR-HQ-07-10949 Technical Support for the Office of Federal Activies (OFA) Mission Support Posted Date: June 8, 2007 Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division, National Procurement Contract Service Center (NPCSC) (3803R) 1200 Pennsylvania Avenue, NW Washington, DC 20460 SYNOPSIS--NAICS CODE: 541620 THIS IS A PRESOLICITATION NOTICE. The U.S. Environmental Protection Agency?s (EPA?s) Office of Environmental Compliance and Assurance (OECA) and other environmental compliance activities within EPA?s Program Offices have a requirement for technical support services to assist in reviewing environmental impact statements (EIS) in accordance with the ? 309 Review Program; complying with NEPA and related laws; managing the review of environmental impact assessments (EIA) in accordance with the Antarctic Science, Tourism, and Conservation Act (ASTCA); coordinating OCEA?s enforcement, compliance, and EIA program activities; and operating EPA?s notification process for transboundary movement of hazardous waste and related compliance activities. The upcoming solicitation is a follow-on competition of a current multiple-award contract. The government anticipates awarding multiple Time-and-Material (T&M) / Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts from this solicitation, with a two-year base and one, three-year option period, with a maximum potential of performance of 60 months. The total estimated labor hours for this effort is approximately 50,000 hours. The solicitation is to be a partial small business set aside with the remaining competition subject to full and open competition. All responsible offerors may submit a proposal. Copies of the solicitation and any amendments will be made available only at EPA's Office of Acquisition Management website, at the following URL: http://www.epa.gov/oamhpod1/adm_placement/0710949/index.htm. It is anticipated the solicitation will be available early July. It is the responsibility of interested parties to regularly monitor EPA's website for updates to this procurement. Paper copies of the solicitation will not be provided. A Sources Sought Notice was previously posted on February 27, 2007 PR-HQ-07-10949, on EPA's website and FedBizOpps. The estimated award date is on or about March 2008. Award will be made on a best value basis with technical being of greater important than cost/price.
