The United States Government, represented by the Department of State, is seeking proposals (Standard Form OF 612) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Police Liaison Officer (PLO) reports to the Department of State?s Bureau for International Narcotics and Law Enforcement Affairs (INL) and United States Office in Pristina (USOP) to assist in the development, implementation, and management of U.S. foreign policy regarding the continued successful deployment of U.S. Civilian Police (CIVPOL) assigned to the police component of United Nations Mission in Kosovo (UNMIK), and the training, equipping, and continued development of the newly established Kosovo Police Service (KPS). If and when the mission transfers to the European Union (EU), the PLO will serve the same functions with respect to that mission. The PLO frequently meets with members of the international community, including police and non-police assigned to UNMIK, Organization for Security and Cooperation in Europe (OSCE), EU, KFOR (the NATO military force in Kosovo), and various non-governmental organizations (NGO?s) for the purpose of gathering and disseminating information pertinent to CIVPOL, KPS, and the overall international effort directed at Kosovo law enforcement development. The PLO is frequently required to attend emergency action committee meetings at USOP and render opinions of overall mission security based on sources such as reporting by relevant UNMIK police authorities. Background Since 1999, INL has managed CIVPOL and local police development programs in Kosovo. The program currently costs approximately $30 million a year. The primary program elements include 1) U.S. contribution of American police (currently approximately 220 officers) to the civilian police component of the United Nations Mission (UNMIK). UNMIK Police are responsible for law enforcement functions in Kosovo until the new police force is established and prepared to assume responsibility for law enforcement throughout Kosovo; 2) logistical, medical and administrative support for U.S. CIVPOL is provided by the Department of State contractor, Civilian Police International (CPI), from building complexes in Pristina and the four outlying regions ; 3) U.S. contribution of trainers (approximately 7) and academy director to support the Organization for Security and Cooperation in Europe (OSCE) effort to train some 7,300 members of the new Kosovo Police Service (KPS) at the police academy; 4) U.S. donation of police equipment, supplies and materials via the contractor, CPI; 5) U.S. contribution of two American attorneys to provide advice, guidance and training in the specialized area of criminal codes and associated legal procedures; and 6) U.S. support to the UNMIK Police intelligence and investigative units. After a possible transition to an EU mission, it is anticipated that only a small number of international civpol officers will retain executive powers, and the remainder will serve as mentors/advisors to the KPS. It is expected to remain an armed mission. The management of this complex program and its importance to U.S. foreign policy goals requires a full-time person with significant police expertise to monitor and troubleshoot the day-to-day aspects of the program. Level of Effort The position is full-time, with a minimum of 40 hours per week. Relationships The PLO will report to the INL program manager in Washington and the Chief of Mission (COM) at USOP. Travel ? Frequent travel to all areas of Kosovo is required. ? Occasional international travel is also required. Position Elements ? Monitor and evaluate the effectiveness of CIVPOL deployment in Kosovo, with special emphasis on U.S. CIVPOL activities and the unique policy matters relating to U.S. CIVPOL. ? Assist with program development and recommendation of priorities for USG funding in Kosovo. ? Liaison with U.S CIVPOL and their contract program managers to ensure that acceptable UNMIK (and, possibly after transition, EU) and U.S. standards of police assistance and performance are being met throughout the mission. ? Meet with senior UNMIK (and, possibly after transition, EU) police officials to evaluate current and potential CIVPOL policies and procedures, and make recommendations to the INL, USOP, and/or other international representatives as necessary. ? Meet with senior EU officials to evaluate and assist in the potential transition from an UNMIK mission to an EU mission. ? Assist with contract oversight and verification of receipt of goods and services (including timesheets) ? Monitor and provide advice on the quality and scope of instruction being delivered to KPS recruits at the Police School in Kosovo and the type(s) and quantity of police equipment needed to facilitate the long-range sustainability of the KPS. ? Represent U.S. interests in monitoring bilateral project activities focused on internal KPS capacity-building, such as the forensic laboratory and the Information Management System; and provide recommendations to INL on program progress and need for program adjustments. ? Meet with members of the KPS to analyze internal perspectives and progress on developing independent police capabilities. ? Draft routine reports and cables detailing pertinent activities relative to the overall law enforcement mission. ? Establish and maintain a close working relationship with the Regional Security Officer (RSO) and Consular Officers assigned to post for mutual exchange of information impacting the safety and security of U.S. law enforcement personnel serving in the mission. ? Ensure that critical safety information and consular alerts are delivered to all U.S. CIVPOL serving with UNMIK, EU, OSCE, or other organizations. ? Serve as Control Officer for designated visiting U.S. Officials; draft written schedules of events for the visiting official(s) and coordinate all activities and required support with proper internal and external post personnel. ? Take notes for the Chief of Mission (COM), Deputy Chief of Mission (DCM) and visiting official(s) during relevant meetings and construct reporting cables commensurate with the substance of the meetings. ? Maintain close contact with the INL Kosovo program manager, providing information on relevant activities and issues in a timely manner. II. Minimum Requirements ? U.S. Citizenship. ? Experience overseas doing police development or other program management work, or in a CIVPOL or similar peacekeeping mission, working with the UN, EU or other international organizations. ? Ability to obtain DOS-approved security clearance at the secret level. III. Preferred Requirements ? At least 10 years experience in U.S. domestic law enforcement. ? Superior negotiation and interpersonal skills. ? Excellent oral and written English communication skills. ? Knowledge of police development and reform in an international environment. ? Knowledge of CIVPOL operations and challenges of being a CIVPOL officer. ? Knowledge of the functioning of an Embassy. ? Ability to obtain DOS-approved security clearance at the top secret/SCI level. Special Instructions to Offerors Offerors are required to specifically address their qualifications, experience and expertise in the following areas: ? Assist in recommending and implementing U.S. foreign policy objectives; ? Collect and report information relevant to KPS, CIVPOL and overall Kosovo law enforcement mission development; ? Work effectively under pressure, within short time constraints, and during times of rapidly developing events; ? Assist in the management of programs that are in the magnitude of $30 million USD annually; ? Negotiate, communicate, and coordinate with UNMIK, OSCE, EU, KFOR, NGOs and other members of the international community to develop effective and complimentary U.S. action plans and programs; ? Establish professional relationships with individuals at various professional levels with diverse backgrounds. Offerors are instructed to include a writing sample. IV. Evaluation Criteria ? Demonstrable knowledge of U.S. foreign policy regarding the training, equipping, and continued development of the newly established Kosovo Police Service. (15 points) ? Demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in writing. (15 points) ? Offeror?s demonstrated familiarity with the UN, OSCE, EU, KFOR, and other related or similar international organizations in Kosovo, and demonstrated understanding of the requirements for coordinating U.S. programs with them. (15 points) ? Experience in a U.S. law enforcement agency or department that reflects broad experience and understanding of police organization and functions. (15 points) ? International law enforcement experience. (15 points) ? Ability to manage complex programs and to effectively make recommendations, prepare budgets and engage in program work. (15 points) ? Demonstrated ability to communicate and be comfortable working with individuals at various professional levels with diverse backgrounds. (10 points) V. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
