Description
THIS IS A 100% SMALL BUSINESS SET-ASIDE. The Department of Homeland Security/ United States Coast Guard has identified a requirement for the fabrication and delivery of various sizes of lighted and unlighted Ionomer Foam Buoys. The lighted and unlighted Ionomer Foam Buoys shall be used as aids to navigation in the navigable waters of the United States. The Foam Buoys shall conform to the Department of Homeland Security / United States Coast Guard Ocean Engineering Division Specification for fabrication of Ionomer Foam Buoys, Specification Number 450, Revision F, Dated May 2007, and Drawing Numbers 120316 F, 121024 G, 121100 L, 121148 E, 121166 E through 1121171 C, 121181 A, 121184 and 121185. The following buoy types and sizes will be required: 2NFR/CFR, 3NFR/CFR, 4NFR/CFR, 5NFR/CFR, 6NFR/CFR, 6NTFR/CTFR, FWNFR/WCFR, 5X9LNFR and 5X9LCFR. All technical information shall be provided in a digital format. The drawings will be provided in the AUTOCAD 2002 format. (dwg). The specifications will be provided in the Adobe Acrobat format (.pdf) . A pre-award survey will be performed to verify capability, with a lack of satisfactory capability resulting in the finding of Non-responsibility. First Article Testing and approval of a 3NFR buoy complete with all steel members and fasteners will be required. The contract will be a Firm Fixed Price (FFP) Requirements type contract for a base year with four option years, with delivery orders issued FOB Destination. Requirements are estimated at approximately 401 buoys per year total for all sizes, but may vary. The NAICS Code for this acquisition is 325991 (custom compounding of purchased resins). It is anticipated that a Request for Proposal (RFP) will be posted in early July, with Technical and Cost proposals due 30 days after posting of the RFP. Contract award is anticipated in early September
