Description
This is a Sources Sought Synopsis for 8(a) firms only. There is no solicitation available at this time. Requests for solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Government in an award of any contract. The Defense Threat Reduction Agency (DTRA) is seeking sources for personnel with critical skills to support the Joint Staff Integrated Vulnerability Assessment (JSIVA) Program. The requirement is estimated at 3 FTE per year for five years. Description of Program: The JSIVA Program is managed by Defense Threat Reduction Agency (DTRA) as the executive agent for the Chairman, Joint Chiefs of Staff. The JSIVA is a vulnerability-based assessment of military installations to determine acceptability to a terrorist attack. The program consists of six assessment teams consisting of eight personnel. The teams conduct 80 ? 100 assessments throughout the world on an annual basis. Upon return to the National Capitol Region the teams are required to develop professional and technically proficient reports within 5 ? 10 days. This synopsis seeks to identify qualified sources for the following specialties: Terrorist Operations Specialist: Provides technical advice to team chief concerning intelligence collection, analysis, and dissemination process. Determines if local threat, vulnerability and risk assessments were accomplished. Examines an installation?s assessment of the current and projected terrorist threat, the threat assessment process, and selecting illustrative targets based on their vulnerabilities. Assesses the installation?s estimate of terrorist operational capability, intentions, and activity, as well as the operating environment influencing terrorist groups. Evaluates the installation?s threat assessment process and procedures for collecting, analyzing, processing, producing, and disseminating terrorist threat information. Reviews open source information for exploitation and vulnerabilities, which may help terrorists with targeting execution. Identifies and evaluates the vulnerability of illustrative targets. Identifies potential targets for illustration purposes and the method of attack for each target, based on exploitable vulnerabilities. Formulates courses of action to eliminate or mitigate vulnerabilities. Individual is required to have TOP SECRET/SCI Clearance and should have a background in Special Forces and/or military or civilian intelligence fields. Individual should be capable of providing briefings to senior leaders on target analysis and the risk management process. Training and Logistics Officer: Key responsibilities include focal point for the combat support division?s training program; develop, coordinate, and implement training activities for the division. Responsible for revising and maintaining the currency of the division?s Training Standard Operating Procedures. Manage the division?s training program for mandatory and readiness training through the Learning Management System (LMS). Supports division equipment manager in the issuance and accounting of individual and team equipment. Individual is required to have a SECRET clearance and should have a background in training associated with emergency management, security, or intelligence. Ideal personnel would also have some experience in equipment accountability. Operations Officer: Provide logistical coordination with military installations in preparation for assessments. Coordinates lodging and airline reservations with the military installation and/or the government travel office. Coordinate the receipt and distribution of pre-assessment data for each assessment. Work with two JSIVA team chiefs (military O-6s) to prepare their teams for assessments. Operations Officer will prepare a 120-day message and an Operations Order for each assessment. Individual is required to have a SECRET clearance, good communications skills and ability to handle multiple tasks in preparation for team departure. Individual should have excellent computer skills and able to develop error free documents. Emergency Management Specialist: Provides sound technical advice to the team chief concerning threats to military installations resulting from chemical, biological, radiological, nuclear, and explosive (CBRNE) or other hostile threats. Assesses existing emergency response/contingency procedures, medical mass casualty, personnel decontamination, food, and water supplies. Identifies deficiencies and recommends corrective action. Interfaces directly with military installation command structure and with the technical staff within DTRA and other agencies, reviews established evacuation and emergency response plans to mitigate a wide range of potential threat environments, recommending changes to increase security and survivability of installation personnel, facilities, and systems. Work requires familiarity with a broad range of threat scenarios and countermeasures available and suitable for remote or dispersed military operations. Individual is required to have a SECRET clearance and a background in emergency response such as fire, medical, explosive ordnance or bomb tech, or hazardous material. Individual should have a working knowledge of hazards associated with CBRNE. Security Operations Specialist: Serves as a member of the Joint Staff Integrated Vulnerability Assessment (JSIVA) team, providing expertise in a wide range of physical, information, operational, personnel, and industrial security disciplines, performing security reviews, and assessing security policies and systems to ensure that a comprehensive, active and viable security program exists within overseas and remote military installations. Individual is required to have a SECRET clearance and be experienced in military or civilian law enforcement or security. Infrastructure Engineer: Serves as a member of the JSIVA Team, providing expertise in the inspection and evaluation of the civil engineering infrastructure of a military installation, including evaluation of complex and sophisticated systems and structures. Conducts independent technical inspections of electrical, plumbing, heating/cooling/ventilation and mechanical systems and elements found in existing structures and in new or modification construction projects on military installations worldwide. Individual is required to have a SECRET clearance. Position requires a Bachelor's or higher degree in civil engineering, or in related professional engineering discipline, from an accredited college or university, and current registration with the professional accrediting activity in one of the 50 United States or U.S. territories. Professional contacts through membership in professional organizations and personal contacts with other civil engineer are highly desirable. Structural Engineer: Serves as member of a JSIVA Assessment Team providing expertise in the evaluation of structural dynamics on base-wide structures located on military installations worldwide. Assess military construction to ensure antiterrorism measures are included in the design. Model blast using a multitude of software including but not limited to; Vulnerability Assessment Protection Options (VAPO), Blast Effects Estimator Model (BEEM), BlastFx, and WINDAS. Individual is required to have a SECRET clearance. Individual is required to have a Bachelor's or higher degree in civil engineering, or in related professional engineering discipline, from an accredited college or university, and current registration with the professional accrediting activity in one of the 50 United States or U.S. territories. Professional contacts through membership in professional organizations and personal contacts with other civil engineer is highly desirable. Capable of using computer software tools. Possess good communications and written skills. All specialists shall be familiar with DoD Antiterrorism/Force Protection guidelines and operations, and able to travel unrestricted worldwide. The wearing of a sidearm and the maintenance of qualification specified by DTRA may also be required. Performer/ specialists shall meet all qualifications necessary to execute the responsibilities of the selected JSIVA team position. Prior to the first assessment, each individual must complete training documentation provided by DTRA prior traveling with the team. This is not a Request for competitive Proposals. Sources having the capability to provide any or all of these personnel are invited to submit white papers (2 pages maximum that should outline their capability to satisfy the requirement).
