- This notice is for SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS SYNOPSIS NEITHER CONSTITUTES A REQUEST FOR PROPOSAL OR INVITATION FOR BID, NOR DOES IT RESTRICT THE GOVERNMENT TO AN ULTIMATE ACQUISITION APPROACH. Andrews Air Force Base seeks potential sources capable of providing field service representatives (FSRs) for permanent on-sight overall maintenance and communication support for the ElectroMagnetic Sciences Technologies Canada, LTD High Speed Data (HSD) 128/400 terminal, Cabin Network Xcelerator (CNX) router, AMT-50 antenna and other HSD system related equipment and wiring on the 89th Airlift Wing Very Important Person Special Air Mission (VIPSAM) aircraft. FSRs will provide expertise in High Speed Data (HSD) system operation, troubleshooting and data analysis for the equipment on the aircraft. The FSRs must be proficient and knowledgeable to provide technical and formal training on the equipment to train others on site. The government seeks to acquire support of 14 hours per day, 7 days per week, 365 days a year (366 leap years) on-site support for aircraft launch and recovery, in-flight emergencies and component troubleshooting. FSRs will work as a partner and problem solver with DynCorp, Gulfstream, Boeing, M7 Aerospace and L3 Communications toward a common goal of improving communications sustainment, reliability, and operations. The anticipated contract will be a Firm Fixed Price type contract. The performance period will be 1 July 2007 thru 30 Sep 2007 and 3 option years. Work to be performed under the contract is within the North American Industry Classification System (NAICS) code as follows: 811213 Communication Equipment Repair & Maintenance Airborne. This is a Market Research Sources Sought notice only, and not a Request for Quotation/Request for Proposal or an announcement of a solicitation. The Government will not pay for materials furnished in response to this Marketing Research Sources Sought notice. All responses received before 5:00 PM, Eastern Standard Time, June 15, 2007 will be considered by the Government. Each responding firm should include their firm's Dun and Bradstreet number (DUNS), Tax Identification Number (TIN) and state whether it is registered in the CCR and ORCA databases. Also, any concern believing that it can provide the required service must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements in this notice for Sources Sought Only. This notice is for market research purposes only, however, the information gathered from this notice will be used to assist the Government in determining its acquisition approach.
