Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is not a solicitation announcement. Requests for a solicitation will not receive a response. The Department of Veterans Affairs is issuing this Sources Sought Notice to gain knowledge of and determine the interests and capabilities of Service Disabled Veteran Owned Small Businesses (SDVOSB) firms with regard to an upcoming acquisition for construction services for Replacement of Water Main System at the Stratton VA Medical Center, Albany, NY. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) number of employees as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (e) the amount of annual receipts as defined by the Federal Acquisition Regulation (FAR) part 19. In addition, the respondent must provide a capability statement that addresses the organizations qualifications and ability to perform as a prime contractor for the work described below. Description: Replacement of Water Main. Provide labor, equipment, materials and supervision for the replacement of entire outside loop of the main water supply distributions system from Myrtle Street and a portion of the loop along Holland Ave. Major Items of Work Include: Excavation, complete with shoring, Tap City of Albany water mains and construct new water meter and backflow preventer pits, Laying plastic pipe.  Elevation and layout is critical, Installing fire hydrants and shut off valves, Hydrostatic testing, Hyper chlorination sanitizing, Backfill with compacted controlled lifts, Repairing sidewalks, blacktop, chain link fence, etc, and Final landscaping. Magnitude of Construction: $1,000,000 to $2,000,000. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request. The Government will in no way be obligated to issue a solicitation or award a contract for the aforementioned work, and is providing this as information only. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Small Disabled Veteran Owned Small Business firms is anticipated. However, if response by Small Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. The North American Classification System (NAICS) code for this acquisition is 237110 ($31 million). All eligible firms expressing interest in being considered for any resultant solicitation must provide the following information: Brief Description of the Company, Technical and Financial Capabilities, Business Size, DUNS number, Tax ID Number, and VetBiz registry (located at http://www.vip.vetbiz.gov/) ,along with the company and contact information listed in the opening paragraph. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). It is desirable that any offeror complete their business Online Representations and Certifications Application (ORCA). All interested offertory should submit information by mail (Dept. of Veterans Affairs, Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208.
