- This is not a request for proposal. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The USCG Aircraft Repair and Supply Center (ARSC) in Elizabeth City, NC is searching for sources that can respond in writing within 14 days of this announcement. The USCG is seeking sources for a digital video recorder (DVR) that must fit in a compartment with the dimensions 13.5" depth, 9.0" width, 10.5" height. The DVR must be capable of recording in a digital format, have a demonstrated performance record, logistically supportable, and contain removable recording media and the ability not to retain audio or video once the recording media is removed, record at least 6 hours without installation of additional memory. Operate according to MIL-STD-704D on 12VDC, 28VDC, or 115 VAC utilizing bayonet/cannon type connectors. Be operable and available in all flight phases and operational environments; the DVR shall be capable of operating between the following environmental conditions: MIL-STD- 810E. Must support NTSC and PAL video input using composite BNC connectors or equivalent. Prohibit any imagery/video or date edit action, MPEG2 and/or MPEG4 compatible and ability to playback in a Windows based environment, provide visual indication when recording, provide for still image capture and storage from video (frame capture), variable video compression rates (SP, LP, EP), allow downloads to portable media in flight or on ground, data must be retrievable to a ground support station (computer) within a minimal amount of time or software interface, expansion capability to allow functional upgrades in recording capacity or performance, visual indication when storage capacity is reached, system on/off switch, hard mounted remote control unit, have a two stroke functionality, meet or exceed RTCA/DO-160D/E-Environmental Testing Laboratory requirements, record audio from HC130H internal communication system. The recording device shall provide an eraser management tool for security that allows the user to be able to delete and/or erase portions of unwanted material. Prohibit recording over previously recorded material without operator consent. All companies that can meet the specifications are encouraged to provide capabilities, company literature, brochures, or any other information that demonstrates that specifications can be met.
