Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch, plans to enter into a sole source procurement for a Sector Imager 2400 from Meso Scale Discovery, 9238 Gaither Road, Gaithersburg, MD 20877. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The Meso Scale Discovery Sector Imager is the only instrument known to the NCI researcher that has both ECL and multiplexing platforms which are needed to meet their research needs as detailed below. However, if any interested party believes it can perform the requirement as detailed it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on June 18, 2007. Faxed and emailed capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Part I: Background information and Description of Acquisition Title: Purchase of a Meso Scale Sector Imager 2400 Purpose/Brief History: The Radiation Oncology Branch (ROB) runs a laboratory and patient treatment clinic. The ROB?s focus is on the treatment of cancer cells using radiation while trying to protect the normal cell tissue. The laboratory research focuses on an array of experiments designed to study the various genetic markers that allow for cancer cells to be treated using a variety of medications and radiation, while protecting the surrounding tissue from cell damage or cell death. The lab is seeking ECL and multiplexing platforms in measuring biomarkers in complex human and animal samples. ECL has the highest signal and the lowest background and therefore the best measurement. Multiplexing allows for one small sample for multiple measurements and having controls in the same well improves analycity. PART II: Facts and reasons to Justify Other than Full and Open Competition Statutory authority FAR 13.106(b)(1) b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). (2) For sole source acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to subpart 13.5, the requirements at 13.501(a) apply. Justification: ECL and Multiplexing are the most important features of this machine. The Meso Scale Discovery Sector Imager is the only imager known to the end user that has both ECL and Multiplexing functions. The Meso Scale Discovery Sector Imager is the only machine that reads in sectors to improve optical resolution, has a integrated plate stacker and robotic interface, has ?no wash? assays, customizable patterned arrays, is compatible with well plate types 24, 96, 384, 1536, uses a disposable electrode as the binding site, has whole cell lysates sets available and simple protocols of five steps or less. In addition, the Meso Scale Discovery Sector Imager machine allows for fast plate read times, surfactant free buffers and high throughput (100,000 determinations a day).
