Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is to replace RFQ EE133E07-RQ-0329 posted on 5/18/07. The Request for Quotation (RFQ) number is EE133E-07-383 The NOAA, Wallops Command and Data Acquisition Station, 35663 Chincoteague Road, Wallops Island, Virginia, has a requirement to repair one (1) Caterpillar Diesel Generator Engine, Model 3412, Serial number 3FZ02965 in accordance with the attached statement of work. Statement of Work NEEB2000-7-00029 Overhaul of Caterpillar Diesel Generator Engine Model 3412 1. Background The Wallops CDA Station provides critical environmental and climatic data to its customers and must avoid any interruption of the dissemination of this data. The Wallops CDA Station has three (3) Caterpillar Diesel Generators that are used as sources of generating electrical power in the event of commercial power failures. Oil samples from one these generators, Caterpillar Model 3412, Serial Number 3FZ02965, contains metal and the source of this metal is undetermined. 2. Work to be Performed All work will be performed at the NOAA Wallops Command and Data Acquisition Station, 35663 Chincoteague Road, Wallops Island, Virginia 23337. Contractor shall provide the necessary personnel and material required to perform engine tear down and inspection to determine the source of the metal found in previously obtained oil samples. Rod bearings, main bearings, piston rings as well as gaskets and seals shall be replaced during the tear down and inspection of the internal components. Contractor shall be an authorized Caterpillar dealer representative and all parts used will be covered by a minimum six (6) month warranty. After inspection of the internal components, the contractor shall provide Wallops Command and Data Acquisition Station a report as to the cause of the metal in the oil samples. 3. Period of Performance Work shall begin on June 19, 2007 and be completed by June 22, 2007. In order to comply with the debt collection improvement act of 1966, ALL CONTRACTORS must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The FSC for this proucrment is J030 and the NAICS Code is 811310. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (16), (17), (23), (24(i)) and The following addenda or additional terms and conditions apply: None. No Defense Priorities and Allocations System (DPAS) rating is assigned.
