Description

The Maritime Administration (MARAD) requires services for the exclusive long-term safe layberthing for two (2) Fast Sealift Ship (FSS) class vessels on the U.S. Gulf Coast from Texas to Florida, inclusive of all navigable waterways that can support the safe berthing and navigation of the size vessel identified. For the Mississippi river, potential sources should be from the Baton Rouge area south. The Maritime Administration also has two Cape K class RRF vessels layberthed at its facility at Poland Street Wharf in New Orleans. It is contemplated that the invitation for bid (IF) will include an alternative bid for the layberth contractor to upgrade the Maritime Administration facility at Poland Street wharf to accommodate the layberthing of two (2) Fast Sealift Ship vessels and to obtain a long-term safe layberthing for the two (2) displaced Cape K class RRF vessels on the US Gulf Coast. The period of performance for each bid alternative will be one year with four one-year options. An IFB will be issued on or around July 6, 2007 at www.fbo.gov and at http://ideasec.nbc.gov. Bid opening will be held on or about August 7, 2007. ATTENTION: Minority, women-owned, and disadvantaged business enterprises (DBEs). The Department of Transportation (DOT), short-term lending program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
