- SOURCES SOUGHT: Repair/Refurbish a 53 foot Class M/V Modutec Fiberglass boat. Project to include a complete out of vessel CAT engine and transmission rebuild/overhaul, and the below listed items. Kenai Fjords National Park, Alaska. The National Park Service is considering whether or not to set aside an acquisition for HUBZone Small Business concerns or Service Disabled Veteran-Owned Small Business Concerns (SDVOSB) or strictly a Total Small Business set-aside. The Small Business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for dry-dock repairs to the NPS M/V SERAC, a 53 foot boat. The homeport of the SERAC is located in Seward, Alaska. The repairs are to be performed at the contractor's facility. Transportation of the craft to and from the homeport of Seward, Alaska will be at the contractor's expense. The performance period is not to exceed 6 months and is expected to begin on or about 1 October 2007. The work items included but not limited to are as follows: *Complete engine, transmission overhaul, upgrade starting system to 24 volt Install packless shaft seals Paint bottom with anti-fouling paint, and replace all zincs Check shaft alignment and balance props Engineer, design and construct water tight bulkhead at forepeak, install bilge pump Prepare surface, paint vessel from water line to cabin roof with Awlgrip. Restore all NPS graphics Repair delaminations in fiberglass Repair water damaged balsa core and re-seal all hatches Reseal all doors and windows Replace all interior finish flooring, headliners, wall coverings Sand and refinish all interior wood Replace all galley and berth cushions Add focsle lighting, red warning lights on hydraulic and washdown pump switches, repair/re-install freshwater windshield washer. Install 12 volt pump for domestic water * NOTE: The National Park Service will require in the solicitation that all engine work is to be preformed by Caterpillar Certified Mechanics and all engine replacement parts shall be CAT OEM. SITE VISIT: All interested vendors and major suppliers are invited, at no cost to the Government, to attend a site-visit to see the subject craft. The following information is provided: DATE: 24 July 2007 TIME: 10:00 A.M. Local Site Visit Location: National Park Service Visitor Center Small Boat Harbor 1212 4th Ave. Seward, AK 99664 At the present time, the acquisition is expected to be issued as total small business competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone Small Business certified or FAR 19.1405 if your firm is a Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) and intends to submit an offer on this acquisition, please respond by e-mail to andrew_toller@nps.gov or by fax at (907) 644-3802. Questions may be referred to Andrew Toller at (907) 644-3312. In your response please include: (a) a positive statement of your intention to submit an offer for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by 11 July 2007. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or SDVOSB set aside. Failure to submit all information requested may result in a restricted acquisition. Contractor's are reminded that should this acquisition become a HUBZone set aside FAR 52.219-3, Notice of Total HUBZone Set-Aside, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. If this acquisition becomes a SDVOSB Set-Aside, which required that "not less than 51 percent of which is owned by one or more service-disabled veterans or, in case of any publicly owned business, not less than 51 percent of the stock is owned by one or more service-disabled veterans; and the management and daily business operations of which are controlled by one or more service-disabled veterans or in case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran" 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service Disabled Veteran-Owned Small Business set-aside or Total Small Business set-aside.
