- 17: NOTICE OF CONTRACT ACTION (NOCA). This announcement serves as notice that the Air and Space Operations Center (AOC) Weapon System Integrator (WSI) Program Office, ESC, Hanscom AFB, MA 01731 intends to solicit and negotiate with Lockheed Martin Integrated Systems and Solutions (LMIS&S) in Colorado Springs, CO for the sustainment of the Theater Battle Management Core Systems (TBMCS) Force/Unit Level systems of record. This effort will be executed by exercising Option CLIN 0014 under the AOC WSI contract (FA8706-06-D-0003). This notice of intent is not a request for competitive proposals. The notice signifies the Government's intent to issue a sole source contract, pursuant to 10 USC 2304(c)(1) to LMIS&S, Colorado Springs, CO. A Request for Information (via Sources Sought Synopsis) was previously published on the Federal Business Opportunities (FedBizOpps) web site and the Hanscom AFB Electronic Request for Proposals Bulletin Board (HERBB) on 07 March 2007 for acquisition planning purposes. The period of performance for this effort will be consistent with the period of performance remaining on the AOC WSI contract at the date of the award of this effort. Total estimated value of contract action will not exceed $75 Million. TBMCS provides automated command and control, and decision support tools to plan, prepare for, and execute air campaigns during peacetime, exercises, war, humanitarian missions, and operation other than war. TBMCS consists of over six-million lines of codes not available in the commercial or DoD sectors other than LMIS&S at the present time. These six-million lines of code consist of approximately 1.25 million source lines of newly developed code and an additional 4.75 million lines of code associated with proprietary commercial off the shelf and other products integrated into TBMCS. Contracted efforts will be limited to the sustainment of existing TBMCS fielded systems and will not involve any development of new capabilities. During the period of time covered by this contract, TBMCS will be fully integrated into the Air and Space Operations Center Weapon System (AOC WS). Any sustainment of TBMCS components beyond the time frame envisioned by this contract action would be included under a new AOC WS contract action at that time. This synopsis is for information and planning purposes and does not constitute an Invitation for Bids (IFB) or Request for Proposal (RFP). This notice should not to be construed as a commitment by the Government. The Government will review any responses received within 15 days of this notice. An Acquisition Ombudsman, Colonel Russell Blaine, Director, ESC Contracting, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate Government personnel. The Ombudsman will maintain strict confidentiality if desired.
