Description
The Department of Health and Human Services? (DHHS) Indian Health Service (IHS), Division of Nursing, intends to negotiate with Medcom, Inc. on a sole sources basis, to provide IHS nursing staff with a broad range of online continuing education. Additionally, there is a need to update several public health nursing courses IHS currently has and make those courses available online. The basis for restricting competition is the authority of FAR 13.106(b) that the circumstances of the contract action deem only one source reasonably available. The anticipated contract period will be for one year. The Government believes Medcom, Inc. is the only source available to meet its needs because no other commercial source has a product that can cover the broad spectrum of training courses needed, along with the ability to add and update the PHN courses, within the context of the other requirements. Moreover, IHS is not aware of any other source that has the ability to offer the courses needed, except for the PHN courses, immediately. The following constitute the key needs of this requirement. The ability to pay for a broad array of courses via a user license. The ability to provide needed data extracts on a regular basis in a useable electronic format. Content shall be accessible 24 hours a day, 7 days a week. Ability to distribute courseware via the Internet. Courses of various clinical subjects will train, test, and track continuing education (CE) for clinical staff via the Internet. Upon completion of course(s) and post-test(s) on the Internet, the course participant will receive immediate scoring and then may (print out) CE completion certificates. Online clinical courses will include text, graphics, and/or streaming video and include course selections from Nursing and other clinical continuing education in each of the following areas: Continuing Nursing Education Courses Abuse: Recognizing and Reporting Recognizing and Reporting Child Abuse and Neglect ? Servers must be geographically deployed across the United States for greater stability. System must provide training, testing, tracking, and printable education records for record keeping for IHS users that complete the online courses. The contractor must be an authorized provider of continuing education (CE) and CE credit must be included in license fee. The Accreditations must be through the American Nurses Credentialing Center. The contractor shall host all course content, testing functions, and CE course completion record keeping on the contractor?s server of any required data. Courseware must be Aviation Industry CBT Committee (AICC) and Sharable Content Object Reference Model (SCORM) compliant. Provide an online and print User's Guide and a technical Frequently Asked Questions (FAQ). Ability to provide accessibility to data in usable format. Access to system 24 hours day 7 days a week with appropriate and available customer/technical support. User (employee) data must be directly accepted from the education tracking system. Site must be secure. Allow addition and/or deletion of courses to an individual users account. Must be Jaws 5.10 screen reader compatible. Must have pre-test capability allowing employees to ?test out? when reaching minimum passing score. Must have post-test or assessment of learning tool capability linking completion of course to an export/import functionality. Must be able to survey or evaluate course. Ability for course participants to print out certificates of completion from the Internet. Ability to view course content (text and graphics, links, PowerPoint, streaming video streaming, etc.) online from any Personal Computer (PC) with Internet access. All user data must be stored on host server with the customer?s own unique database. Host server must be secure and a guarantee that sensitive information is protected. The ability to create new or custom educational materials is required. Ability to access and utilize competency verification checklists. Ability for local administrator(s) at each IHS medical facility to determine access and administrative privileges for users and managers. Ability to provide the following reports: User Summary, User Detail, Course Summary, Course Detail, Cost Center/Facility Summary, Cost Center/Facility Detail, Certificate Summary and Certificate Detail. Data can generated and delivered to the IHS Division of Nursing in the form of reports and include: Number of IHS staff accessing online courses Number of IHS staff obtaining CE units from online courses Online courses accessed by IHS staff Location of IHS staff accessing online courses Number of CE units obtained by IHS staff through online courses Ability to provide Exception Reports in that the administrators can assign course curriculum and then track who has not completed said curriculum. Ability of manager and user to design curriculum. Ability to assign curriculum and/or courses to a user or group of users with specified required date for completion. Ability to include a remediation function to show users which test questions were answered incorrectly. Ability to show which questions were missed and provide another opportunity to answer them. Ability to take the 36 pre-existing HIS Public Health Nurse (PHN) Training modules, have them reviewed by a PHN Subject Matter Expert (SME), made available online similar to what is needed above, and come with a customized IHS CE certificate will be developed for use with these courses. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government?s requirement (see above). Capability statements should be submitted by June 13th, 2007 at 2:00 PM Eastern Savings Time to the point of contact listed in this announcement.
