Description
OTS desires a commercial-off-the-shelf Business Process Management tool to improve business performance via modeling - Business Performance Analysis (BPA), and monitoring - Business Activity Monitoring (BAM). The OTS will NOT consider a solution that requires extensive modification and testing prior to implementation. This tool must operate in a Microsoft Windows environment (servers and desktops) and Microsoft SQL Server, other Integration and Compatibility requirements are as follows: Microsoft based and compatible with the OTS network environment (Windows Server 2003 Enterprise Edition Version 5.2, Windows SQL Server 2000, Microsoft IIS is main web server); Seamless integration between components/modules within the BPM tool; System interoperability between BPM tool and legacy applications built with ColdFusion; Ability to enable third-party desktop and enterprise applications to perform specific tasks in a business process without human intervention; Ability to import and export to the following: Microsoft Visio, Microsoft SharePoint, Microsoft SQL database, Microsoft Office Suite (Word, Excel, PowerPoint, Access). The BPM tool must also meet the following Modeling, Simulation, Automation, and Monitoring requirements: Ability to design, model, document and optimize business processes using a user-friendly tool with drag and drop, point and click functionality with no human code generation required; Any IT asset available as a web service must be able to be exposed with design time and runtime metadata for use in the process model environment as a process model component; Process models can execute directly without compilation; Process models should be reusable as sub-processes or as process model components with configurable design-time and runtime metadata; Process instances must be able to be modified, rolled back, or migrated to new processes at runtime via a GUI and through an object model in the development environment. Design-time and runtime metadata from standard forms must be available in the process-modeling environment. The OTS will NOT consider a solution that requires extensive modification and testing prior to implementation. Award will be made to the contractor whose proposal represents the best value to the Government. All responsible sources may submit an offer. This is a 100% small business set aside. This procurement will be conducted using FAR parts 12 and 13, as well as procedures set forth in the solicitation document. This is a combined synopsis/solicitation. All interested parties MUST request the solicitation document via email request from sharon.doerk@ots.treas.gov. NO TELEPHONIC REQUESTS WILL BE ACCEPTED. Proposals in response to the solicitation are due June 8, 2007.
