- The Office of the Comptroller of the Currency (OCC) has a requirement for System Development Life Cycle Program Support Services. This requirement is being competed among 8(a) Small Businesses who are current holders of General Services Administration (GSA), Federal Supply Schedule (FSS) contracts. Provided below is the Statement of Objectives. SDLC Program Support Services Statement of Objectives 1 Purpose The purpose of this Statement of Objectives (SOO) is to present the program support services needs of the SDLC Program, defined in terms of goals and objectives, and in terms of ongoing activities and day-to-day requirements. 2 Scope and Performance Objectives The scope of this contract consists in providing operational program activity and planning support to the SDLC Program Office. The work herein covers all four work areas of the SDLC Program Office as identified above, and is under the direction of the SDLC Program Manager. Services provided will be comprised of support services for policy, planning, development, performance management, administration, operations, SDLC user support and training, communications, SDLC related project management and task execution support, guided by the following performance objectives: 1. SDLC Governance Process (SDLC Governance Board and SDLC User Group) a. Meeting planning and support b. Change request management and support c. Relationship management and support d. Data analysis and reporting e. Governance process support i. Data and records management ii. Process scheduling iii. Facilitation of project artifact reviews and processing 1. Deliverable Reviews 2. Technical reviews 3. Peer reviews 4. Phase exit reviews and certifications iv. Artifact and workflow management 2. SDLC Program Office a. Program Office policy, planning, development and process maturation support i. Program planning ii. Program implementation support iii. Program implementation assessment and analysis support iv. Recommendations for internal process improvement and program maturation b. Program Office operations i. Support for Program Office activities and tasks 1. Development of presentations, reports and analyses 2. Research and communications 3. Regular attendance at staff meetings 4. Weekly task status reporting at the individual and program level 5. Balanced scorecard program status reporting 6. SDLC document management support 7. SDLC automation planning, prototyping, analysis and support a. Automation support requirements analysis b. SDLC end user training 3. SDLC Project and SDLC Project Manager Support a. Direct support for execution of SDLC related tasks in ITS systems development projects i. One-one-one support ii. Draft document review iii. SDLC orientation briefing iv. SDLC work pattern planning and tailoring support v. SDLC work product review planning support b. Provide recommendations for improvements in execution of SDLC related tasks in ITS systems development projects. c. Planning and execution support for project level Quality Assurance efforts. d. Pro-active project support through project status monitoring and review within the SDLC Program Office. e. SDLC project lessons learned data management, analysis, integration and reporting. 4. Program Area and Enterprise Disciplines Integration a. Identification and analysis of incoming requirements and touch points from other program areas and enterprise disciplines related to the SDLC. b. Identification and analysis of outgoing requirements and touch points for the SDLC in relation to other program areas enterprise disciplines. c. Integration of cross cutting-requirements and touch points into the SDLC. d. SDLC program planning in conjunction with program planning for other enterprise disciplines (EA, CM, PM, CPIC and QA) and program areas (e.g. TI, Security, Records Management, Business Units, etc.). 3 Period of Performance The base period of performance is October 1, 2007 through September 30, 2008 with the inclusion of four optional years. 4 Place of Performance Headquarters on-site, Comptroller of the Currency, 250 E Streets, S.W., Washington, DC, or at off-site locations identified by the Contractor. The Contractor is expected to perform most of the work on-site at the OCC. 5 Type of Contract This is a time and materials performance-based contract. 6 Personnel Activities under this SOO require personnel in the following general labor categories: ? Sr. SDLC SME ? Junior Analyst ? Technical Writer 7 Section 508 Information Technology Accessibility Compliance Section 508 of the Rehabilitation Act of 1973 requires that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency. All software used to fulfill this task order must be in compliance with Section 508. 8 Information Government provided information may take the form of policies, standards, guidelines, technical data, specifications, or other applicable documents. The safeguarding and disposition of this information shall be in accordance with agency regulations or the direction of the Contracting Officer. The Contractor shall protect the OCC from unauthorized disclosure of any materials or information made available by the Government, or that the Contractor has access to by virtue of the provisions of this Order, that are not intended for public disclosure. 9 Facilities OCC will provide the space and building services at the OCC site(s) to the Contractor for the duration of this TO. These Government-furnished facilities shall be used only in the performance of this work request. The Government will also supply this space with furniture and related furnishings and all office equipment required to perform the services specified in the work request. 10 Hours of Operation All work under this work request shall generally be performed during OCC?s ?core? business hours. The Contractor may be required to supply an emergency contact number for a designated ?on call? Contractor staff member who can be contacted outside of these business hours. With the approval of the COTR, the OCC Technical Point of Contact (TPOC) may occasionally require Contractor staff to perform specific tasks outside of the normal business hours. 11 Security Requirements The Contractor shall meet or exceed the security requirements stated below at the time of task order award or shall submit the proper paperwork to obtain the following: Possess a Limited Background Investigation (LBI). The LBI shall include but not limited to the following: ? A National Agency Check (NAC) ? Credit search ? Interviews of subject and sources ? Written inquiries of selected sources covering specific areas of the subject background during the past 3 years ? Record search for the past 3 years - OR - Possess or have possessed a ?Secret? Security Clearance from any source within the past five years. 12 Non-Disclosure Agreement The Contractor shall not disclose any sensitive but unclassified information obtained in connection with work under this contract without OCC written authorization. Contractor personnel are prohibited from downloading OCC data, including e-mail attachments of OCC data files, to any contractor media, without OCC knowledge and consent. All Contractor personnel working under this contract and/or having access to privileged information shall execute the Non-Disclosure Agreement. 13 Quality Assurance and Control The Contractor shall ensure that services are provided in accordance with commonly accepted commercial practices and that quality service is maintained throughout the life of this contract.
