- CRIS COURIER SERVICE QUESTIONS - COMBINED SYNOPSIS/ SOLICITATION - SOL070000064 1. QUESTION. Is this RFP a small business set aside? ANSWER. No, it is a Full and Open competition. 2. QUESTION. Please confirm that the stated requirements are separate (SOL070000064) and distinct from SOL070000062 ? FISD Courier? ANSWER. Yes, they are for 2 separate organizations. 3. QUESTION. Is there an option to start in OPM HQ in DC instead of Boyers? Answer. It does not matter where the start destination is, as long as the times outlined in the time table are met. 4. QUESTION. Does the following security requirement apply to CRIS also? ANSWER. Yes, it does! 5. SECURITY OF OPM DOCUMENTS, CORRESPONDENCE, AND MATERIAL: Note: The courier driver will be authorized brief short ventures (up to 10 minutes) from the vehicle as long as the driver could return to the vehicle within 10 seconds of the alarming sounding. Also the alarm must be activated at all times excluding loading or unloading the vehicle. In Amendment 4 under section 11. VEHICLE SPECIFICATION: replace paragraph 2 with the following: Additionally, courier must be minimally equipped with the following: - Two-way mobile radio or cellular telephone communications - Lockable passenger compartment cab - AM/FM radio - Hidden fuel shut-off valves - Auxiliary ignition switches, or other disabling devices. - The courier van must have a capable manufactures audible alarm system that could be heard from a minimum of 200 feet away. -The courier vehicle should also include a built in GPS tracking component that can be utilized if the courier van is lost or stolen. QUESTION. Item #5 Security of OPM Documents, Correspondence and Material: If one cleared driver must be in the vehicle at all times while transporting material, does this mean that a minimum of two drivers are required for each trip to accommodate lunch and personal relief stops? ANSWER. Yes! QUESTION. Alternatively, is there an acceptable distance of the vehicle within which the driver must remain while not physically in the vehicle? A. Two drivers would be an option but OPM would consider any proposal in which the material would be secured/safeguarded with only one driver. B. Please reference question # 12 for distance acceptability. ANSWER. Yes! ( reference is from an earlier courier requirement. # 12. Q. What are the alarm requirements of the delivery vehicle? We don t see any? A. OPM is adding an additional specification to the courier vehicle that would include a manufactures alarm system with the audible alarm that could be heard from 200 feet away. OPM would authorize brief short ventures from the vehicle as long as the driver could return to the vehicle within 10 seconds of the alarming sounding. Also the alarm must be activated other than when loading or unloading the vehicle. The courier specification should also include GPS tracking capabilities.)
