- The National Institute of Child Health and Human Development, Division of Epidemiology, Statistics, and Prevention Research (DESPR) is seeking 8(a) firms classified under NAICS 541710 to perform data analysis and statistical programming support. At any given time, the DESPR has from 15 to 20 ongoing projects requiring support. A few examples of these are: Sequential Clinical Trials Methodology, ROC Curve Analyses/Microarray Data Analyses, Time Series Data Analyses, Effects of Measurement Errors, Bias-corrected confidence Interval for an Exposure Variable, Simulation Study for Power and Sample Size Calculation, A Family Study on Preeclampsia, MA Birth Certificate Study, Pregnancy-Associated Proteinuria, HBSC - US Survey, Metabolic Syndrome in Children and Adolescents. The Offeror is expected to provide corporate management to oversee on-site (at the NICHD facilities) qualified staff for the work stated as follows. The Offeror should have organizational experience with 1) data analysis, statistical programming, and data management support in a biomedical/ biostatistical research environment; 2) epidemiology, behavioral research design, application of statistical techniques for data analysis, and experience in the use and handling of vital record data; 3) program development, statistical analysis, file handling, web site construction for small data collection projects, and graphics production on personal computers. Personnel should have experience with 1) managing and coordinating the efforts of personnel required to perform the functions described above; 2) providing data management support, systems analysis and design, and computerized statistical analysis support for similar projects; 3) managing quality control procedures for database management, statistical analysis, and data entry support work; 4) managing data security procedures for data files, data forms, and issues dealing with data confidentiality; 5) serving as task/project leaders for complex epidemiological applications, using SAS, S Plus, Sudaan, PowerPoint and/or similar systems on personal computers and workstations operating in both the Windows and UNIX environments; 6) statistical theory and techniques commensurate with advanced training in statistics, and ability to discuss research problems with other statisticians and investigators; 7) survival data analysis and modeling in the presence of time dependent covariates; 8) categorical data analysis; and 9) an understanding of the strengths and limitations of SAS, S Plus, and Sudaan and how to use these packages. The capability statements will be evaluated according to the following criteria: 1) Qualifications and experience of professional and non-professional staff in performing the type of work outlined above; 2) Organizational experience performing the type of work outlined above; and 3) Ability to meet on-site staff requirement.
