Description
Statement of Work C-1.0 General. This Performance Work Statement (PWS) is to acquire contractor support services in completing OMB A-76 Competitive Sourcing studies and to document any revised performance requirements and the resulting performance decisions. C-2.0 Scope of Work. Products and services are expected to consist of feasibility studies, discussions of performance requirements, drafting of revised PWS, providing technical advice on technical and cost/business evaluations, formalizing the performance decisions and finalizing of Quality Assurance Surveillance Plans (QASP), and other related documents for the competitive sourcing studies of the USCG activities identified under this order. The contractor shall provide all labor, facilities, travel, materials and equipment required to perform this requirement. C-3.0 Specific Tasks. The contractor shall provide senior level support during the period of performance. The contractor shall complete the following tasks in accordance with an open, highly flexible schedule that best accommodates the changing deadlines, A-76 and FAR regulatory requirements, and the implementation schedules associated with the following tasks: C-3.1 Planning Planning is required for the MLCPAC competitive sourcing program. The tasks include, but are not limited to the following:Assist in developing and maintaining the Competitive Sourcing Strategic Plan for the Executive Steering Committee. Assist in developing competitive sourcing plan(s) including functions to be studied, the specific set of employees who will be affected, opportunities to fold in similar or related functions on a regional basis, and whether multiple activities might be consolidated for treatment in the same study. Assist in developing and maintaining competitive sourcing policies, procedures and guidance. Support workforce planning efforts. Assist with standard and streamlined competition preplanning. Conduct Business Case Analysis (BCAs). The output from these BCAs will further identify competition strategies, provide detailed work breakdown Structures (WBSs) and validate inherently governmental and commercial functions. Assist in developing current and out-year competitive sourcing budgets. Factors to be considered would be such variables as FTE to be inventoried or studied, contractor support study costs, government team member study costs, subject matter expert support costs, contracting officer support costs and study post-award support costs. C-3.2 Management Management support encompasses the oversight and guidance required to facilitate successful competitive sourcing activities. The tasks include, but are not limited to the following: Monitor, track, and evaluate individual study project progress for cost, schedule, performance, and risk. Conduct/facilitate ESC/management meetings for status reporting. Prepare agendas and minutes of status reviews and management meetings Revise and maintain an issues tracking system and facilitate issue resolution. Coordinate independent reviews so that facilities receive timely support. Identify and document lessons learned. Review and provide written comments on technical papers, proposed standards, position papers and proposed planning documents. Provide support to maintain or improve policy development. Services to be provided are in the form of information, advice, opinions, alternatives, analysis, evaluations, recommendations, checklists and technical support. Review Plan of Action and Milestones (PO&AM), Performance Work Statements (PWSs), Quality Assurance Surveillance Plan (QASP), Management Plan/ Most Efficient organization (MEO), Agency Cost Estimate, Agency Tender, Technical Performance plan (TPP), Transition plan, Phase in Plans, Quality Control Plans, Standard competition Forms (SCFs) and Streamlined competition forms (SLCFs). Provide recommendations or suggestions for improvement.
