Description
The Department of Defense (DoD) Instruction 6055.4, DoD Traffic Safety Program, May 9, 2006, states that all personnel who hold a State?s license endorsement for a motorcycle (regardless of the individual?s decision to register their vehicle on a DoD installation), and all operators of government-owned motorcycles, are required to attend and complete an approved motorcycle rider safety course. This motorcycle rider safety course shall include the appropriate Motorcycle Safety Foundation (MSF) course or MSF-based State curriculum for motorcycle operators. Courses must be taught by certified or licensed rider coaches and includes hands-on training, a riding skills evaluation, and a knowledge-based evaluation. The Contractor, as an independent contractor and not as an agent of the Government, shall provide technical expertise necessary to accomplish the work under this contract. The Motorcycle Basic Rider Course shall be a three-day, 15 hour course: a classroom session of 5 hours the first day, and 2 days of range instruction of 5 hours each day. The classroom sessions shall have 30 students each and will be on Mondays and Wednesdays. The range sessions shall be held on Tuesdays, Wednesdays, Thursdays and Fridays with 15 students in each session for a total of 60 students a week. (All during normal duty hours) Classrooms shall be held at DSCR at a location to be determined and ranges shall be held outside of DSCR at locations to be determined at a later date. The Basic Rider Course shall begin tentatively on the first Monday of the month and run for approximately 5 weeks. There shall be two classroom sessions and four range sessions a week. The contractor shall provide all training material for classrooms, instructors for classrooms, and ranges. The contractor shall also provide helmets and motorcycles for the range portion of the Basic Rider Course. The Government shall provide a classroom with tables and seating for 30 students and audiovisual equipment (i.e., DVD/VHS player and TV Monitor) for the classroom portion of the course.
