Description
Naval Air Warfare Systems, Orlando Training Systems Division, in support of the Center for Security Forces, intends to issue a contract modification to Automation Precision Technology, under contract N61339-02-D-0017, on a sole source basis due to only one known responsible source who can meet the requirement until the full scope of the requirement can be solicited competitively. This contract extension will provide for instructional support of the Master-at-Arms (MAA) and Security Reactionary Forces - Basic (SRF-B) courses. The courses are taught on a turnkey basis, with the contractor providing all instructors, course materials, equipment, and facilities. This contract modification will extend the period of performance for the MAA course from 29 June 2007 until 31 December 2007; and the SRF-B course from 30 September 2007 until 31 May 2008. Although more than one source may be able to fulfill the requirement, this would create substantial duplication of cost to the Government that is not expected to be recovered through a competition for the short-term extension of services. The Security Reaction Force-Basic training will provide Navy personnel the fundamentals of watch standing and the use of weapons. The Master-at-Arms course will provide knowledge and skills to perform duties and responsibilities of the Master at Arms. Training will be provided in Anti-terrorism, Force Protection and Basic Security force procedures to include, but not limited to: Pier Security, Harbor Security, Force Protection Conditions, Physical Security Safeguards, Apprehension, Search and Seizure, Use/Application of Force and Confrontation Management as they pertain to the duties of the U.S. Navy Security Forces. Portions of the course are designated high-risk and involves OC spray training and small arms live fire of the M9 pistol, 12 gauge shotgun, M16 rifle, and the M60 medium machine gun (Crew Served Weapons). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
