Description: THE INTENT OF THIS ACTION IS TO AWARD A SOLE SOURCE CONTRACT. The Government intends to award a sole source contract to the University of North Dakota (UND) under the authority of FAR 602-5(a)(2)(i). This action was congressionally mandated and therefore expressly required by statute. The contract is expected to be for a period of 18 months with a possible 24 month option. UND will author a Performance Based Statement of Work (SOW) for this effort. The SOW will be structured in accordance with AFI 63-124, Performance-Based Service Contracts. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because the funds were congressionally mandated to be awarded to UND.
