DEPARTMENT OF HOMELAND SECURITY UNITED STATES COAST GUARD MAINTENANCE AND LOGISTICS COMMAND SPECIFICATION FOR INSTALL VINYL COATED FENCE AT STATION TWO RIVERS TWO RIVERS, WISCONSIN APRIL 2007 COMMANDING OFFICER UNITED STATES COAST GUARD CIVIL ENGINEERING UNIT 1240 EAST NINTH STREET, RM 2179 CLEVELAND, OH 44199-2060 PROJECT NUMBER 09-C509905 AUTHOR: BILL HENKELMAN 1.0 SCOPE OF WORK. 1.1 WORK COVERED BY CONTRACT: Contract work shall encompass the following items of work as described in these specifications. All work shall be conducted per this scope of work and all applicable Federal, State, and local laws, regulations, codes and directives. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. 1.2 GENERAL: Electrical power and water are available at the site. Use of electrical power is limited to tools that can operate on 120V AC/60Hertz, single phase. The Contractor is responsible for the cost of connection to all utilities and the cost to restore all utility connections to a condition equal or better than pre-construction conditions. Sanitary facilities will not be available. 1.3 REFERENCES: The publications listed below form a part of the specification to the extent referenced. The publications are referred to in the text by basic designations only. Refer to the latest editions. 1.3.1 National Fire Protection Association (NFPA) Code 70 National Electric Code 101 Life Safety Code 1.3.2 Code of Federal Regulations (CFR) 29 CFR 1926 Construction Industry Standards 2.0 SCOPE OF WORK: Complete fence installation at Station Two Rivers in Two Rivers, WI. 2.1.1 Provide a boundary survey prior to installation of new fence to ensure correct location along property lines. 2.1.2 Demolish and remove from the site the existing wooden fence, approximately 180 linear feet. 2.1.3 Provide and install 190 linear feet of 8-foot high, green vinyl coated, chain link fence. Provide and install green privacy slats for the entire length. All fasteners shall screws and be hot dipped galvanized per ASTM A153. 1 CONSTRUCTION SCHEDULE: Submit a construction schedule to indicate sequence and timing of work. 2 REPORTS/RECOMMENDATIONS: All submittals shall be made using the ?Contract Item Acceptance Request? form. Submittals shall be numbered sequentially and shall include the other information required such as reference to a specification division number. 3.1 Submittals shall be forwarded to the Contracting Officer for review. The review process normally takes a minimum of fourteen (14) calendar days, not including time for mailing delays, etc. The Contractor shall allow for this review process in all project planning. In instances where submittal review must be expedited, the Contractor may annotate the Contract Item Acceptance Request as ?Urgent? and provide a FAX number for prompt return. The Coast Guard will make every effort to accelerate the review of each urgent submittal; however the Contractor should not anticipate a reduced time schedule and shall plan project programs accordingly. 3.2 Nothing contained in the Contract Item Acceptance Request, when approved by the Project Manager, shall restrict the Government?s rights to reject materials at a later date where inspection reveals latent defects in all or individual items, departures from requirements of the contract, use of damaged articles or materials, and improper installation; nor does this approval prejudice the Government?s rights of rejecting any work found defective during the Final Inspection and Acceptance. 3.3 Proceeding with Contract work utilizing submittal items requiring Project Manager?s approval or acceptance, prior to receiving said approval or acceptance, shall be at the Contractor?s risk, and may jeopardize contract performance. 4 SITE VISIT: All contractors are encouraged to visit the site before submitting bids. Site visits for Station Two Rivers shall be coordinated with Mr. Bill Henkelman, 216902-6262. 5 MILITARY REGULATIONS: The Contractor, his employees, and sub contractors shall become familiar with and obey all station regulations. All personnel employed on the project shall keep within the limits of the work and avenues of ingress and egress, and shall not enter any other areas outside the site of work unless required to do so in the performance of their duties. The Contractor?s equipment shall be conspicuously marked for identification. There shall be no smoking in any Coast Guard building. 6 WORK HOURS: The Contractor shall perform all site work during the normal operational hours of 8:00 AM and 4:00 PM, Monday through Friday, except federal holidays. Any deviations from normal work hours will be at the discretion of the Contracting Officer?s Representative. 7 PERFORMANCE: All work included in Section 2 shall be completed within 30 days of the notice to proceed. 8 CLEANUP OF WORK AREAS: The Contractor shall remove and properly dispose of all trash and debris incident to the contract work from the limits of government property, as well as all adjacent affected areas. Disposal shall be in accordance with Federal, state, and local regulations. Any floor, wall, or ceiling surfaces that may have been stained or soiled by the contract work shall be restored to pre-construction condition. ACCEPTANCE OF WORK: Prior to the acceptance of work by the Coast Guard, the Contractor shall arrange, through the Contracting Officer?s Representative an inspection of the work site to ensure proper operation, to identify necessary corrective work, and to ensure proper work area cleanup.
