Description
In accordance with FAR Part 13.5, the National Institutes of Health (NIH), the National Library of Medicine (NLM) intends to procure the services of a contractor to design print campaigns, online versions and promotional materials. This acquisition is a 100% small business set-aside and the North American Industry Classification System (NAICS) Code is 541430 with a small business standard of $6.5 million. The period of performance is from the date of award for a period of one year with two (2) option years. The place of performance will include NIH and offsite (including contractor facility). BACKGROUND: The Office of Communications and Public Liaison is actively involved in responding to the 1987 congressional mandate"...to develop outreach programs aimed at the transfer of the latest scientific findings to all health professionals, to rural communities, and to the general public." Because of this mandate, NLM is developing promotional materials for a number of its web sites and other important outreach initiatives, including but not limited to its ?Information Rx? Project, MedlinePlus en espanol, and Genetics Home Reference, among others. Additionally, the NLM is redesigning its quarterly publication, NEWSLINE, as an online product requiring brand consultation and a development brief. Purpose and Deliverables. The purpose of this procurement is to secure the services of a contractor with demonstrated ability in developing strategic identities, and the ability to design, implement and produce printed materials, electronic media materials, websites, and exhibitions. The NLM seeks to procure services of a contractor to design print campaigns, online versions and promotional materials. Tasks include but are not limited to : Task 1: Design a print campaign to promote the NLM?s MedLine Plus en espanolcommunications outreach project which will kickoff in 2007. This print campaign will include the design of a bookmark, beta and CD labels, posters, business cards, storyboards, stationery, and other print materials as requested by the NLM staff ; Task 2: Design a print campaign to promote NLM?s Genetics Home Reference and InformationRx web sites; Task 3: Designing a new print and online version of the NLM Quarterly magazine; and Task 4: Design promotional materials for other NLM outreach activities as requested by NLM OCPL staff. Contractor Qualifications. The contractor should have extensive experience in developing strategic identities and implementing those across multiple communication materials. The firm will be required to develop identity standards to include but not exclusive to logos, typography standards, color palettes, image libraries, and grid specifications. Proven experience in developing those items and producing a standards manual for implementing the brand is required. Experience in working with adjunct supporting agencies and sub-branding is a project requirement. The contractor must have worked on branding projects that required adapting and/or including a secondary identity and dealt with issues of parity when implementing brand identities. The contractor must have experience in developing content management templates and libraries to be used in the development of online templates for national publication and use by remote offices. The contractor should demonstrate their ability to implement the brand and produce printed materials such as packaging, POP displays, brochures, event kits, press kits, newsletters, stationery, direct mail, and specialty items. The contractor should demonstrate their ability to implement the brand, develop and produce turn-key websites which require strategic planning, user flows, navigation architecture, wire frames, page templates, related artwork, html coding and java scripting. The contractor should demonstrate their ability to implement the brand and produce electronic media materials such as flash animations, screen savers, and power point presentations. The contractor should demonstrate their ability to implement the brand and produce trade show booths which require services in show planning, strategic messaging, structural design, engineering, graphic design, A/V media, lighting, fabrication, and installation. The contractor must have experience in managing the implementation of a large brand with multiple and varied components such as those mentioned above. Consideration will be given to their planning procedures, budget management, strategic goal setting, communication methods, scheduling and tracking procedures for work development. The contractor must have experience in managing a large contract with multiple task orders, allocating task order budgets from the overall budget and balancing the program needs with the availability of funds. The contractor must have experience in composing a creative brief, in which he/she discusses the publication background, mission and goals, compile a list of features of the new quarterly magazine and presenting these for review by the writing-editing team. The contractor must have experience working with multiple and varied vendors such as printers, media developers, web developers, fabricators, and specialty production houses to coordinate the production of the materials indicated above. It will be required that the contractor oversees the production to ensure that quality and consistency is maintained and that projects are delivered in a timely manner. The contractor must have experience in managing the fulfillment of orders for produced materials and artwork, coordinating several agency requests and working with production and fulfillment houses to ensure that those orders are delivered in a timely manner. The fulfillment will require order processing and compliance measures. The contractor must also be able to meet tight deadlines which will often be required by this procurement. Evaluation Factors All proposals received on time will be submitted for review by the NLM Office of Communications and Public Liaison and other NLM staff familiar with the topic of this statement of work. This review will be arranged and conducted by the Project Officer. Selection of an offeror for award will be based on an evaluation of proposals against 1) technical factors, and 2) cost/price. Following review, a written summary of the review will be prepared and will be used to advice the Contracting Officer about the proposal that was approved. The following technical evaluation criteria below are listed in relative importance with weights assigned for evaluation purposes. A. Technical Merit. Quality and clarity of approach to accomplish the objectives of this statement of work. Evidence of ability to accomplish the specific tasks described. A writing sample (not to exceed 500 words) to be included. (50 points) B. Personal Merit. Qualifications, experience, and availability for project must be demonstrated in proposal. A resume should be included that documents previous pertinent experience and references. (25 points) C. Organizational capability, experience, and commitment. Evidence of organization capability to complete projects. Is the offeror familiar with the NIH and NLM structure and subject matter?
