Description

The point of contact for this project is Earnestine Cooper, Contract Specialist, telephone number is, 817-886-1044. The Government has a requirement for the contractor to provide all equipment, personnel, supplies, fuel, maintenance, and supervision to perform minor, on demand construction work (equipment intensive) for Wright Patman Lake, Cooper Lake, and Lake of the Pines, Texas. The Government shall accept offers to perform 100% of the bid schedule work line items at all, or any locations. Ther efore, offers have the opportunity to submit an offer to only perform at Cooper Lake, or Wright Patman, or Lake of the Pines, or any combination thereof. When the solicitation is issued, offers shall be required to be able to perform 100% of the work on th e bid schedule, without exception. The requirement includes equipment, personnel, supplies, fuel, maintenance, and supervision to perform various construction and repair activities on an on-demand basis. Work will consist of such tasks as boundary line cl earing, bush hogging, disking, culvert installation, fencing, and rental of equipment (bulldozer, backhoe, front and loader, etc.). The forthcoming solicitation, and subsequent contract, shall be an indefinite delivery/indefinite quantity (IDIQ), Firm Fixe d Priced, Construction Contract, which shall include a guaranteed minimum and maximum. Estimated Construction Cost Range is between $1,000,000 $3,000.000 (est) for the base and four options. The for the coming solicitation, and subsequent contract, shal l include a base with four one year options; however, the Government shall reserve the right to exercise options earlier than the 12 month period if the capacity in one option is exhausted earlier than expected. Award will be based on overall Best Value to the Government, technical shall be significantly more important than price. Anticipated solicitation issuance date is on or about 12 June 2007. The proposed contract is an Indefinite Delivery/Indefinite Quantity contract, issued for a duration of the contract is from the date of award through 365 days with four, one-year option periods of 365 each. Option Year units prices will be based on the Economic Price Adjustment Factor, (Construction Cost Index), as published by ENR Magazine, applied to the Ba se Period unit prices. Performance and Payment Bond requirements shall be in accordance with FAR 52.228-15, as stated in the current issue of the Federal Acquisition Regulation. This is a Other Heavy and Civil Engineering Construction contract. North Am erican Industrial Classification System (NAICS) Code applicable to this acquisition is 237990. Small Business Size Standard for this acquisition is $31Million. The solicitation shall be UNRESTRICTED. Solicitation W9126G-07-R-0038 will be issued on or abo ut 12 June 2007, with proposals due on or about 12 July 2007 2:00 PM CST (unless otherwise stated in the solicitation). There will be no public bid opening, as this solicitation is a Request for Proposals under FAR Part 15. HUBZone price evaluation prefe rence will be applied to all qualified HUBZone small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concern price. Plans and spe cifications will not be provided in a hard paper copy. The solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract work with his/her own employees.
