- The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement for 3 Yellow Jacket Firing Device systems for the ATF Explosives Technology. This is a combine synopsis/solicitation requirement. The reference number 790200000511. Specifications are as follow: The firing jacket systems must be manufactured and serviced in the United States. Minimum: One transmitter and 5 receiver firing units with five separate firing channels for each system. Receiver output on fire command can not be less than 300 volts. A single storage container is required for entire system (each). Systems must be capable of initiating commercial and military shock tube without additional purchases/acquisitions. System must have five minute safe arming/safe separation time along with removable, replaceable safe/arm device/key organic to firing transmitter. The Operating range must be 1 mile Line of Sight minimum; 900 MHz transmitter, with US FCC approval. Encryption of signals: 64-bit, frequency hopping, spread-spectrum. Waterproof, operate between -30oF to 140oF. Power source for transmitter and receiver: off-the-shelf, locally available, alkaline batteries. System must have testing and approval for DOD use by Navy Weapon Systems Explosive Safety Review Board. Award will be made on an all or none basis to the vendor meeting the specifications above at the lowest price and best delivery terms. This is a commercial item prepared using commercial item procedures in FAR Part 12. The following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The NAICS code is 332995. All Firing Device Systems must be delivered ATF Explosives Technology Branch, 5001 Ammendale Road, Suite D, Ammendale, MD 20705 no later than 07/02/2007. Shipping must be FOB Destination to Ammendale, MD 20705. This is a brand name or equal requirement. Quotes must include price and assurance that the delivery time will be met. This is a technically acceptable low cost requirement. This is a 100 % total small business set-aside. The award winner must be registered in the Central Contractor Registration (CCR) database to receive payment. If not already registered, register for CCR on-line at http://www.ccr.gov/.
