- NOTICE OF INTENT TO LIMITED SOURCE: The Centers for Disease Control and Prevention (CDC), the Clinical Epidemiology Section, Epidemiology Branch, Division of HIV/AIDS Prevention is contemplating the award of four contracts on a limited source basis to Cerner Corporation, Minneapolis Medical Research Foundation, The Miriam Hospital, and Washington University School of Medicine, for the continued participation in the research project entitled, The SUN Study. CDC intends to negotiate this requirement under the authority of FAR 6.302-1, HHSAR 306.302-1, and 41 U.S.C.253(c)(1). The purpose of this project is to collect continuous and extensive real-time clinical and demographic data from a fixed cohort of HIV-infected patients from specialty care centers in four U.S. cities: Denver, CO; Minneapolis, MN; Providence, RI, and St. Louis, MO. The anticipated performance period is four annual phases of 12 months each. The continued requirements are: 1) report on current status of study at the local sites; 2) continuity of observation of the fixed cohort using the same methodology; 3) participate in substudies; 4) report on the current local IRB status; 5) collect data, samples, and administer tests; 6) submission of annual project reports. These contractors long-term experience with this study will help ensure the most efficient implementation of this follow-on project for the following reasons: a) Worked on this project for five years and are already familiar with the study participants. b) Past participation and existing proprietary data inventory are critical for ongoing study resolutions. c) Time constraints imposed by CDC for target study participants, group data, publications, site reporting, require their continued work on this project. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement.
