- DESCRIPTION- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. This requirement is being solicited following simplified acquisition procedures per FAR subpart 13.5 test program for certain commercial items. The solicitation number for this request is 201817Q018, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is a Total Small Business set-aside but large business quotes are being accepted. The NAICS 321219 with a size standard of 500 employees. Both small and large business may submit quotations. The U.S. Fish and Wildlife Service encourages the participation of Hubzone, small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, Texas Chenier Plain National Wildlife Refuge Complex has a requirement for miscellaneous supply items for multiple hurricane Ritat projects. The Government intends to issue an Firm Fixed Price contract to the responsible offeror(s) whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for furnishing materials and delivery of the items. PLACE OF PERFORMANCE - Texas Chenier Plain National Wildlife Refuge Complex, Anahuac National Wildlife Refuge, Chambers County, Texas 77514. BID SCHEDULE -Material Specifications 1. Wood Pilings* 125- 16 feet long with a minimum of 11 inch butt 179- 20 feet long with a minimum of 12 inch butt Standard Small Timbers* 150- 3"x 8"x 16' 72- 3"x 8"x 20' Large Saw Cut Timbers* 128- 8"x 8"x 16' 128- 8"x 8"x 20' *All wood material should be labeled CCA and ACQ for saltwater use. 2. Metal Products 135- 5/8"x 10' hot dipped galvanized all-thread with couplers 66- 5/8"x 10' stainless steel all-thread 1980- 5/16"x 3" stainless steel lag screws 1980- 5/16" stainless steel washers 1320- 5/8" stainless steel washers 1320- 5/8" stainless steel nuts PVC Sheet Piling 100- 14 foot long 512- 16 foot long 300- 18 foot long 300- 20 foot long 75- 45 degree turns 1. PVC SHEET PILING Specifications a. Polyvinyl chloride (PVC) sheet piling shall conform to ASTM D 4216, cell class 1-4013-13-0101. PVC sheet piling material shall be manufactured by the extrusion process using heavy-duty exterior grade (weatherable) rigid PVC polymer compound and shall have properties not less than specified below: Property and Test Method Minimum Value Impact Resistance, ASTM D 4226, Procedure B 13,750 in.lbs/square inch Modulus of Elasticity, ASTM D 790 380,000 psi Tensile Yield Strength, ASTM D 638 6,300 psi Factor of safety for creep 1.5 Long Term Allowable Moment * As Specified Depth of Section 8 in. Panel Width 12 in. Thickness 0.24 in. Weight As Specified Section Modulus 17 in3/lin. ft. * Calculated using tensile yield strength reduced by the factor of safety for creep. b. PVC sheeting shall be manufactured with an interlocking feature that ensures adjacent panels maintain alignment over the full length of the panel. PVC sheeting shall have a corrugated profile with minimum thickness, section modulus, moment of inertia, and integral color as specified. The sheeting shall be homogenous throughout and free from visible cracks, flaws, foreign inclusions or other injurious defects. The sheeting shall be manufactured wit. DELIVERY (FOB) - The delivery is to be made to Texas Chenier Plain National Wildlife Refuge Complex at 509 Washington Avenue, Anahuac TX 77514, POC is Shawn Sanchez, Refuge Manager. Equipment is available for unloading the material. LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of law ordinances, statutes and regulations pertaining to the hauling of requested supplies. RULES AND REGULATIONS - The contractor shall conduct work in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall delivery products as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Quotes may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, item description as detailed above, three past performance references within the past three years, prompt payment and warranty terms, name, phone number, and address of your point of contact.
