Description
This is a Market Survey to identify potential interest for the Battle Command (BC) Development contractual effort described below. The effort is anticipated to be a five (5) year Indefinite Delivery, Indefinite Quantity (IDIQ) contract with five (5) one-year option periods. It will be a Cost Plus Award Fee and Time and Materials, multiple award contract to provide development across the family of Battle Command products. The family of Battle Command products included in this development effort consist of: the Global Command and Control System Army (GCCS-A), the emerging Army contributions to the Network Enabled Command and Control System (NECC), Advanced Field Artillery Ta ctical Data Systems (AFATDS), Pocket Sized Forward Entry Device (PFED), Lightweight Forward Entry Device (LFED), Centaur, Gun Display Unit  Replacement (GDU-R)the Battle Command Sustainment Support System (BCS3), Common Software (CS) services, elements of support for the Battle Command Common Services (BCCS) and Maneuver Control System (MCS), Advanced Field Artillery Tactical Data Systems (AFATDS), Joint Automated Deep Operations Coordination System (JADOCS) and Theater Effects Based Operations (TEBO). The systems under PM BCs control are undergoing change as a family of products to migrate to a net centric, service oriented architecture. The selected contractor will develop architecture providing for migration of key stovepipe functional capability to com mon services that can be consumed across the Battle Command and evolving joint enterprise (via initiatives like NECC and the FCS and DCGS families of systems). Currently there are activities within the Battle Command environment to define and implement SoS oriented services that will provide a common framework and environment to support the transition. Efforts such as the Battle Command Common Services (BCCS) development effort provide the initial starting point for migration to a service-oriented architect ure within the Battle Command family of systems. The selected contractor will be responsible for developing families of services across the Network Enabled Command and Control System (NECC), Future Combat System (FCS), Distributed Ground Station Army (DCGS -A) and commercial offerings to provide a host of additional services for the Battle Command family. In addition, the contractor shall leverage and provide service contributions as part of the service migration efforts. This effort will require integration with available common services, leverage commercial technology offerings, and provide services to the enterprise environment, in addition to normal application development efforts for system specific functionality. The Migration effort will be a phased, evolutionary effort to migrate from individual stovepipe systems to a service oriented environment where each system contributes to and consumes services across the enterprise and eventually integrates applications an d common toolsets to achieve commonality in look and feel for the user. In the interim period, PM BC needs to sustain the existing and evolving system baselines in the field. This acquisition effort supports those systems maintenance efforts as well. Each of the Battle Command systems has been developed over many years under the purview of different organizations with stovepipe requirements and different funding lines. For the most part, Product Managers had no unifying requirements in terms of develop ment environment, development processes, commercial toolsets and common display and management mechanisms across products. The synchronization of the eleven different product development efforts was difficult given the disperse requirements, separate organ izational structures and separate funding lines. Over the past several years focus has been placed on unifying the Battle Command family of systems via System of Systems initiatives that support network centric concepts outlined in the DoD Chief Informatio n Officers Net Centr ic data strategy. The tenets of the Net Centric approach were making data visible, available and usable; tagging data to enable discovery by users; posting data to shared spaces to provide open access; and migrating from point to point interoperability to many to many exchanges. The major tasks that will make up this effort include the following for each of the Battle Command products: " Maintenance/Development of Battle Command Systems " Development of Common and System Specific Services " Integration of Common Service into Client Applications " Coordination with the SOS Engineering and Integration contractor-The SOSE&I contractor will develop direction for the development efforts. " Development of Design and Software Documentation " Testing (Unit and System) " Demonstration and experimentation support " Support of CTSF and NECC test environment Project Manager Battle Command will be soliciting for an IDIQ System of System Engineering & Integration (SoSEI) contract covering System of System (SoS) engineering, integration, test, logistics and field support. Any awardee of the Development contract s hall be excluded from award as prime or sub contractor on the SoSEI contract. This announcement is to establish an expression of interest only and does not commit the Government to pay for proposal preparation costs.
