Description
Intention to award a Sole Source Contract Child Care Subsidy Program Description The U.S. Department of Housing and Urban Development (HUD) intends to award a sole source contract to Federal Employees Education and Assistance Fund (FEEA) of Littleton, CO. The contractor shall administer the HUD child care subsidy program. This program was and still is the primary provider of child care subsidy administrative services to the Federal Government. The contractor set up the first child care subsidy program for the Office of Personnel Management (OPM), and established the policies and procedures for this program that is now being used for a model for participating agencies. The contractor shall be responsible for the administrative functions of the program to include, but shall not be limited to the following: 1. Receiving applications 2. Determination of eligibility 3. Payments to providers 4. Notification of employees and maintenance of all program records The contractor shall handle all administrative tasks associated with the tuition assistance program appropriately and effectively. The contractor shall maintain confidentiality of all the information contained in the tuition assistance applications. The contractor shall notify parents and the child care providers of the amount of the tuition assistance that each family will receive, and effective dates. The contractor shall determine the eligibility of child care providers to receive Federal funds, and shall obtain applicable licensing and other regulatory requirements to include, but shall not be limited to the following: 1. Each child care provider shall be required to submit a copy of any current licenses and statement of compliance from anyone charged with regulating that provider. 2. Each child care provider shall be required to submit their taxpayer identification numbers. 3. Each child care provider shall understand that if, for whatever reason, the provider is no longer licensed or subject to regulatory oversight, or is not in compliance with applicable regulations, the provider shall immediately notify the contractor and the Federal employee whose child enrolled is in the child care subsidy program. In such cases, the provider shall no longer be permitted to receive the tuition subsidy. The contractor shall ensure that the requirements are being met to be eligible to be a child care provider, to include but shall not be limited to the following: 1. The child care providers shall have a family child care home, or a child care center licensed and/or regulated by the State and/or local authorities. 2. The child care provider shall meet all requirements of its particular jurisdiction where the services are provided. The contractor shall review monthly invoices for the tuition assistance amounts from the child care providers, and shall provide payment if appropriate, based on the invoiced amount no later than thirty (30) calendar days after the date of the invoice. The contractor shall pay tuition assistance directly to the child care providers, not the Federal employee. The contractor shall receive a written invoice on a monthly basis from the child care provider. The contractor shall ensure that tuition assistance be quoted as weekly amounts, and ensure that the invoices be prepared using full week amounts unless the child leaves the program during a particular week. The contractor shall provide the agency with monthly reports for tax purposes if payments do not qualify for the Dependent Care Assistance Plan (DCAP) exclusion. The contractor shall issue monthly reports to HUD on the status of the HUD tuition assistance program. The reports shall contain, but shall not be limited to the following information which shall be due on the fifteenth (15th) day following the end of the month: 1. The report shall contain the amount of tuition assistance disbursed in a given month. 2. The report shall contain the number of children enrolled whose parents receive the tuition assistance subsidy. 3. The report shall contain the number of Federal employees from the agency who qualified for a subsidy, and who are receiving the subsidy. 4. The report shall contain the total family income of each family that receives a tuition subsidy. 5. The report shall contain the amount of the weekly tuition subsidy for each recipient. 6. The report shall contain the name and address of each child care provider that provides services for the tuition assistance recipients. 7. The report shall contain the number of total applications for the month. 8. The report shall contain the number of applications in process. 9. The report shall contain the number of new tuition assistance subsidies and the number of applications that were ineligible. 10. The report shall contain the number of applicants who were denied assistance, and why. 11. The report shall contain the remaining balance of the agency?s funds. The period of performance for this contract shall be one year, from 10/01/07 ? 09/30/08. The estimated value is $240,000 to $280,000. It is the Government?s belief that the above requirements can only be met by the Federal Employees Education and Assistance Fund (FEEA). This is not a formal solicitation, however, business concerns that respond to this notice must furnish concise responses directed specifically to the requirements above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of evaluation results.
