- This procurement is the same as the previously numbered N65236-05-R-0541. SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for a 100% Small Business Set-Aside (SBSA) procurement for highly technical services to support operational requirements with emphasis being Information Assurance (IA) for the Bureau of Medicine and Joint Information Medical Systems. This requires expertise in the full range of IA disciplines that includes, but is not limited to, Network Security Engineering; Certification, Test and Evaluation; Collaboration Tools; Systems Engineering, Integration, IV&V, Test, and Technical; Integrated Logistics and Life Cycle; Training and Information Assurance detailed in the DRAFT Statement of Work (SOW) included as Attachment (1). The primary places of performance include Charleston, SC and Washington, DC; and other locations worldwide. Comments and questions regarding the draft SOW should be e-mailed to Donna Johnson at donna.johnson@navy.mil no later than 15 June 2007. The subject procurement is being solicited as a 100% small business set-aside procurement.The Government intends to make a single award of an Indefinite Delivery/Indefinite Quantity performance-based type service contract with provisions for CPIF/CPFF and Fixed Price delivery/task orders. Award will be made on a best value basis, considering cost, corporate experience, past performance, personnel qualifications, and other factors. The period of performance will be a base year with four (4) one-year option periods. The applicable NAICS code is 541330 with a size standard of $25 million. It is anticipated that the solicitation will be available on or about 20 July 2007 on the SPAWAR E-Commerce Website: https://e-commerce.spawar.navy.mil. Each offeror is responsible for monitoring this site for the release of the solicitation and any related amendments, and subsequently downloading their own copy of the solicitation and applicable documents. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation. Prospective offerors are required to supply the name and address of their company; a point of contact name; e-mail address; and telephone number with their proposal. On-line RFP's are available 24 hours a day, seven days a week. No paper copies will be issued. No telephone inquiries for the RFP will be honored. It is the responsibility of the recipient of this solicitation to ensure that it and subsequent amendments have been received from the Internet in their entirety.
