- The Naval Sea Systems Command intends to procure Integrated Bridge Navigation Systems (IBNS) on a firm-fixed price (FFP) basis as part of the DDG-51 Ship Class ?DDG Modernization? program. Each IBNS shall include all specified hardware necessary to integrate the existing bridge and navigation equipment onboard in-service DDGs and provide a single integrated system capable of providing propulsion and steering controls for the ship. The IBNS shall be designed to leverage Government computer programs and DDG-51 Class Standard Equipment (CSE) computer programs that are either already developed or are currently being upgraded for the DDG-51 new construction program. The IBNS shall be capable of meeting American Bureau of Shipbuilding (ABS) Naval Vessel Rules (NVR) requirements for Navigation systems, and shall designed to limit the impact to the existing in service ship cable plant, power and cooling systems and limit the duration of ship down time for the installation. This synopsis is being posted to both the Federal Business Opportunities (FBO) site at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitiations to the internet, NECO is the alternative in case FBO is unavailable. Offerors may utilize either site to access information posted by the Naval Sea Systems Command. The technical specification to the solicitation includes a ?Distribution Statement D? marking, meaning access is restricted to DoD and DoD contractors only. In order to control access to these documents, they can only be accessed through Federal Technical Data Solutions (FedTeDS) at https://www.fedteds.gov/. Access to this system will require a username and password and should be obtained by any interested parties by completing the registration process on the FedTeDS website. A FedTeDS Vendor User Guide is available on th e FedTeDS homepage. This procurement will include a basic requirement for a first article test unit, two shipsets, data, and engineering services with four IBNS options for up to 16 additional units that may be exercised during the five year period of the contract. No industry day is planned for this procurement. A draft solicitation is being released with this announcement in FBO for industry review and comment. In addition to comments on the general content of the scope and technical requirements, a review of the requirements should include the identification of cost drivers, including rough estimates of cost impact, so the Navy may conduct a trade off analysis of performance versus cost drivers prior to releasing the final RFP. Comment is requested on the warranty provisions as well. Comments should be provided within 30 days of the posting of this announcement.
