- BLM Invitation for Quotes, BFQ070035, 550 TONS OF GOOD QUALITY ALFALFA/GRASS HAY TO BE DELIVERED TO BLM RIDGECREST CORRALS IN RIDGECREST, CA. Solicitation number BFQ070035 applies and will be issued as an Invitation for Qoutes (RFQ) on or about June 13, 2007 for the following requirement: The Bureau of Land Management (BLM), Ridgecrest Field Office in Ridgecrest, California has a requirement for 450 tons of 80 percent alfalfa/20 percent grass hay to be delivered in 3 loads, approximately 30 days apart, starting on or about July 11, 2007 This is a 100% set-aside for small business. The standard NAICS classification is 111940. Quotes are due July 5, 2007 by 4:00 PM PST. Send quotes by U.S. Mail to: Department of the Interior; BLM, California Desert District Office, Attention: Judy Holden-Hughes, 22835 Calle San Juan De Los Lagos, Moreno Valley, Ca 92553. By express or hand delivery: or by facsimile to (951) 697-5299. An award will be made to the lowest bidder offering favorable past performance. Submit quotes to the address indicated above. Quotes shall include the following items: 1) Pricing Schedule including unit price. 2) Any prompt payment discount terms. 3) Completed 52.212-3 Representations and Certifications - Commercial Items (provided in the solicitation). 4) Include TIN and DUNS Number. 5) Offer must be signed. Bidders must be registered at http://www.ccr.gov to be considered for award. SECTION C - DESCRIPTION/SPECS./WORK STATEMENT 1) GENERAL: The Bureau of Land Management (BLM), Ridgecrest Wild Horse and Burro corral facility has an requirement for 450 tons of animal hay, (450 tons Alfalfa hay) with multiple delivers begining July 11, 2007. The alfalfa hay must be minimum of 80% alfalfa with not more than 20% grasses (per bale), used for food for domestic animals, cured, cut, and stored for fodder. Hay shall be free from animal, contamination, dangerous pesticides and foreign matter of any kind (i.e. wire, nails, or other debris). C.3- HAY: ALFALFA: a) Shall: i. Be from current year crop or barn stored prior year; ii. be domestically grown; iii. Be from mid-season cutting; iv. be leafy, green, well cured, properly stored and free of dust, mold, or heating; v. be free of any Russian Thistle or prickly herb, "Cheat" grass, and any other weed or grass not considered healthy forage for domestic animals. b) Shall not: i) contain more than 30% grasses (per bale); and, ii) have any bearded grain or any forage plant containing long awns (spikelets). iii. be from 1st cutting. iv have darken/blackened sides or edges due to moisture damage C.4- BALE REQUIREMENTS c) Shall: i) be cut with crimper and baled with 3-strands of wire, or 3 strands of RAT and rot-proof twine; and, ii) weigh no less than 90 pounds and not more than 140 pounds. d) Shall not: i) exceed 140 pounds per bale; ii) be less than 90 pounds per bale; iii) be baled in "round bales" (round bales will be rejected); and, iv) be ragged, have varying lengths, have wires or twine of unequal tension, or, be broken. v) consist of bales that are on top or bottom of stacks stored outside. vi) be rain damaged. C.5- CERTIFIED WEIGHT TICKETS: Tonnage shall be established at the Contractor's facility prior to shipment, and confirmed in writing. a. Total weight (per ton) shipped by the Contractor will be confirmed at destination (Ridgecrest, California). b. A State Certified Weight Ticket shall be provided to the Contracting Officer's Representative (COR) at destination. SECTION D - PACKAGING AND MARKING 1) Hay shall be prepared for delivery consistent with standard commercial practice and in a manner that will ensure arrival at destination in satisfactory condition. 2) The Contractor shall be responsible for any/all damage occurring during transit. SECTION F - DELIVERIES OR PERFORMANCE On or about the date listed below: July 11 , 2007 in the amount of 100 tons August 07 , 2007 in the amount of 100 tons Sept 11 , 2007 and the balanceof 250 tons Variation in Quantity Total - 1 ? Percent (Twenty-one ton) increase, Three Percent (Twenty-one ton) decrease. 2) F.O.B. DESTINATION The hay shall be delivered, unloaded, and stacked by the contractor at the following location: USDI, Bureau of Land Management Ridgecrest Wild horse and Burro Corral Facility 4 miles East of Ridgecrest, CA on Randsburg Wash Road 3) UNLOADING AT DESTINATION The Contractor shall be responsible for unloading and stacking the hay bales.. The bales shall be stacked not less than 8 tiers high or more than 13 tiers high. 4) NOTIFICATION OF DELIVERY Three (3) work days prior to shipping the hay, the Contractor shall furnish to the Contracting Officer's Representative (COR) at Ridgecrest, the following: a) Anticipated shipment date; b) Anticipated total tonnage to be shipped; and c) The name of the carrier responsible for the shipment. 5) DELIVERY TIMES a) Delivery shall be made between the hours of 7:00 a.m. and 4:00 p.m., local time, Monday through Friday, excluding weekends and national holidays. b) If an emergency occurs, deliveries may be requested for a Saturday, Sunday, or national holiday, providing the Contractor notifies the COR on the preceding Friday and/or within the preceding work day of the scheduled holiday.
