Description
This is a pre-solicitation notice for Solicitation W52P1J-07-R-0081. Estimated issue date is 7 June 2007 and estimated closing date is 9 July 2007. Items: 20mm M55A TP Bulk Pack, M55A TP W/M14A2 Link, M55A TP W/M12 Link, M56 HEI Bulk Pack, and the M56 HEI W/M12 Link Cartridges. Competition for this requirement is restricted to Alliant Techsystems Inc (ATK) and General Dynamics Ordnance and Tactical Systems (GD-OTS). This RFP will be for one (1) five-year, Indefinite Delivery Indefinite Quantity ( IDIQ) Contract. The minimum value of the resulting IDIQ contract will be $800K. Maximum value of the contract will be $50 Million. The main components of these cartridges include the brass cartridge case, propellant, projectile, primer, fuze, explosives, and various links. The performance requirements include Function and Casualty, Muzzle Velocity, Chamber Pressure, Action Time, Accuracy, Environmental Conditions, and Waterproofness. Offerors to this RFP must have available the facilities and skills required to design and prove out 20mm M55 BP, M55 W/M14A2 Link, M55 W/M12 Link, M56 BP, and M56 W/M12 Link Ca rtridges. Specific production capabilities required include: case prime machine to insert the electric primer into cartridge case; projectile explosive loading, with fuze insertion; projectile assembly equipment; cartridge load, assemble, and pack (LAP) equipment to weigh and load propellant and insert the projectile body/assembly into the cartridge case; crimp and gage cartridge chamber height, and link and pack out; and ballistic test facilities and equipment for measuring velocity, pressure, action time, time of flight, etc. Production support equipment includes material handling systems, tool room equipment, ultrasonic test equipment, automatic inspection equipment, and metrology and metallurgy laboratories. Production for these 20mm cartridges is very complex and required sophisticated industrial capabilities. Skills required to produce these cartridges include: ammunition process/design engineers; set-up mechanics and operators familiar with the programmin g and operation of ammunition component sub-assembly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, quality control engineers, ultrasonic t echnicians, metallurgists, and ballistics test personnel for in-process testing and final inspection, pack-out, First Article Test (FAT) and Lot Acceptance Test (LAT) ballistics testing, and shipment of ammunition products. These critical skills require an extended period of time to acquire the j ob knowledge needed to manufacture and provide high quality ammunition in a timely manner. A producer must be able to complete a First Article Test within 120 days after award and first production to be delivered within 180 days after award. An offerors production capacity must be sufficient to manufacture a total quantity of 300,000 cartridges per year. The Technical Data Packages (TDP) are classified as Distribution X; which means distribution is authorized to US Government Agencies and private individuals or enterprises eligible to obtain export controlled technical data. The Arms Export Control Act (Title 22, U.S.C., Sec 2751, et.seq.) or the App 2401 et.seq., restrict distribution of the TDP. Violations of these export laws are subject to severe criminal penalties. To receive the TDP, all interested contractors must be registered with the U.S./Canada Joint Certification Office at www.dlis.dla.mil/jcp/. A CD will be available from the Contract Specialist once the solicitation is issued which contains the applicable TDPs.
