- **THIS AMENDMENT IS TO CHANGE THE RESPONSE DATE OF THE SOLICITATION TO 01 JUNE 2007. This is a synopsis for a commercial acquisition using NonAppropriated Funds (NAF) contracting procedures (Air Force Manual 64-302). THIS IS A SYNOPSIS; THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFQ/RFP IS POSTED TO THIS WEBSITE. 45 CONS/LGCBB has a requirement for a fully operational nitrox system for Outdoor Recreation to support their recreational dive program. The nitrox system should be capable of delivering oxygen concentrations from 24-40%. This system should be able to provide normal air fills in addition to nitrox fills. System shall include all hoses and plumbing, one case of compressor oil, and two (2) each oxygen analyzers. Nitrox System shall contain fill panel with 6X fill whips, 300bar (4500 PSI) DIN with Yoke IND adaptors, helium adaptor kit with helium analyzer, helium regulator and helium flow meter. Contractor will uninstall current air compressor, fill station and storage cylinders. All gas storage systems are to be secured with self standing racks or security straps. System must be able to safely fit and operate in the current Outdoor Recreation Dive compressor room that is 10ft w x 13.5 ft l x 8.4 ft h. Main components shall include: one (1) each high pressure compressor, one (1) each MK5C Purification System or equal ? Grade E Air, one (1) each nitrox membrane system, one (1) each low pressure compressor and ten (10) each 4,500 psi/440 cubic feet breathing gas storage cylinders. Operations manual shall include installation and daily operation instructions. One (1) site training visit for Outdoor Recreation Staff shall be conducted at Patrick AFB, FL. Period of performance/expected delivery date is 45 days after contract award. The government intends to make a single award to the lowest priced, technically acceptable offer. This is a full and open competition and FAR Part 19 does not apply. Solicitation No. FA2521-07-T-0148 is issued as a Request for Quote. It is advertised with a Standard Industrial Code (SIC) of 3563, business size of 500 and a North American Industry Classification System (NAICS) code of 333912. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation will be issued electronically on or about 21 May 2007 at www.fbo.gov.
