Description
The Fatality Analysis Reporting System (FARS) was conceived, designed and developed by the National Highway Traffic Safety Administration (NHTSA), to support the Administration?s programs that seek to improve motor vehicle safety. Fatal crash data has been collected under FARS since 1975. State employees that are assigned the tasks of gathering, translating, and transmitting the crash data are called FARS Analysts. All FARS Analysts are expected to code each case with a high degree of consistency and conformity to FARS definitions. All analysts must approach each case with the same understanding of what the applicable rules, interpretations and definitions are in each situation. To that end, NHTSA provides the FARS Analyst with specific training and guidance. The objective of this contract effort will be to provide NHTSA with a cohesive program that will ensure that FARS Analysts have a current and consistent understanding of FARS coding issues. The Contractor will develop, manage, and maintain critical reference material used by the FARS Analysts in coding FARS cases as well as provide critical training. Specifically, the Contractor will be required to: Assess current FARS and National Automotive Sampling System (NASS) training and develop a plan to encompass the best approach for future training; Train new FARS Analysts; Organize the logistics of the annual FARS System-Wide Training; Provide for plan for NASS training; Develop and maintain Center for Statistics and Analysis (NCSA) automated lessons for FARS and NASS; develop tailored NCSA training; Standardize NCSA data systems; Manage Harmonization of FARS and NASS data coding criteria; Oversee standardization of NCSA data collection systems; Coordinate data coding criteria with NCSA data compatibility/standardization team process; manage vehicle make-model, year-body type tables for NCSA data collection systems; Provide Vehicle Identification Number (VIN) translation; Produce and maintain FARS coding and validation manual; Produce and maintain FARS coding forms; Maintain documentation for FARS edit checks; Maintain a FARS-GES coding assistance program; Develop and provide a backlog assistance program; Devise and conduct an on-going case sampling, quality assurance program; and Develop and assess quality control reports. Contract Award: NHTSA intends enter into negotiations with the National Institute for Safety Research, Inc. with the intention of awarding a Time and Materials with five (5) base years, resulting in a total possible performance period of five (5) years. The anticipated award date for this resultant contract is expected on or about June 30, 2007.
