- ANNOUNCEMENT: In accordance with Section 3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAA AMS), the FAA is conducting a market survey for a potential maximum three year contract requirement estimated at $3,000,000 over the life of the contract and is seeking information on potential offerors. This effort is a continuation of FAA Next Generation Communications (NEXCOM) Multimode Digital Radio (MDR) air/ground communications system deployment contract for site surveys. PURPOSE: This market survey is to determine if there are qualified small disadvantaged 8(a) companies available to conduct an 8(a) competition. Based on the responses received, a subsequent Screening Information Request (SIR) may be issued as an 8(a) competitive procurement. However, this market survey does not commit the FAA to any future acquisition activity. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. Interested 8(a) certified firms must be capable of providing project and field engineering support to the MDR implementation team and the Communications/Telecomm Platform personnel in conducting the Air/Ground Communications equipment site surveys and generating site survey reports. The principle North American Industry Classification System (NAICS) code for this effort is 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons), with a size standard of $25 million. REQUEST FOR INFORMATION: The FAA requests the following information from interested vendors: 1. Capability Statement - Please answer the following questions: a. Has your firm provided similar type services for the FAA National Airspace System (NAS) programs? If so, please provide Contract Number, Brief Description of SOW and FAA Point of Contact and Phone Number. b. Please provide detailed information and past performance information on work performed that is similar to the work described in the attached draft Statement of Work (SOW). c. Briefly explain your firm's capabilities in terms of approach and resources to conducting 500 site surveys within a year. 2. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter. 3. Responses must be five (5) pages or less, not including the Business Declaration form and 8(a) certification letter. Responses must be submitted electronically to matt.asai@faa.gov by 3:00 p.m. June 13, 2007. The 8(a) certification and business declaration form must be in PDF format. The capability statement may be either PDF or MS Word format. 4. Questions concerning this request for information must be submitted to matt.asai@faa.gov by 3:00 p.m. May 30, 2007.
