Sources Sought Vessel Charter in Support of Scientific Research for North Pacific Right Whale Studies, Bering Sea Solicitation #AB133F-07-RP-0117 Description NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market for the type of work described herein. The intent of the announcement is to identify sources that are qualified business concerns capable of providing a charter vessel in support of a National Marine Fisheries Scientific Research Team. The Scientist will be to deploy radio and satellite transmitters on whales, in addition to conducting photo identification, biopsy sampling, acoustic and oceanographic sampling. The term of the charter will be for approximately 14 to 20 days in August-September 2007. Vessel requirements are at a minimum overall length of 140 feet and a maximum draft of 15 feet. The vessel shall be capable of maintaining a minimum cursing speed of 10 knots. The vessel shall have an outside area suitable for observation work at a height above the water line at least a minimum 15 feet. The vessel shall have room for scientific computer station and an acoustic recording station inside the wheelhouse. The Vessel shall be equipped with appropriate modern electronic navigational and communication equipment, including but not limited to: two all-weather radars (36 mile minimum range), VHF radio (one or more fixed installation), synthesized 1-18 mHz SSB radio (one or more capable of communicating with AT&T High Seas Marine Operator), and GPS or Loran C navigational equipment (2 sets). The vessel shall also have the following: Wheelhouse or cockpit protected from the weather. Capability for loading and off-loading the scientific party and a 22-foot rigid-hulled inflatable boat with outboard motor to and from the water (inflatable boat supplied by scientific party). Loading and off-loading of the inflatable boats shall be with a crane extendable to 10' past the side of the vessel and capable of lifting up to 2 tons. It is anticipated that a firm-fixed price contract for the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Region Acquisition Division (WRAD) will be awarded. The North American Industry Classification Code (NAICS) is 483114 with a size standard of $6.5 million. All vendors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by May 30, 2007. Documentation to support the vendor?s capability must be in writing and include the vendor?s name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, etc.; and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the vendor has the experience, knowledge, and capability to perform the services as specified above.
