- Description
- The U.S. Dept. of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service (DOC/NOAA/NOS) is seeking available sources to procure Integrated Ocean Observing System (IOOS) Program Office Management Support. The contractor shall support the establishment of NOAA's IOOS; the integration of NOAA and other federal and regional observing systems into a U.S. National IOOS; and the contribution of U.S. National IOOS capabilities in the Global Earth Observation Network. The contractor shall provide support in the areas of strategic planning, financial management (PPBES), acquisition management, and information technology and data management to facilitate Data Integration Framework (DIF) and NOAA IOOS development and integration with the larger US and Global Observing communities. It is NOAA's intent to procure the required services using the GSA Federal Supply Schedule, Multiple Award Schedule 874 entitled "Mission Oriented Business Integrated Services (MOBIS)". We are particularly interested in identifying small businesses that can provide the required services although input is encouraged from large businesses as well. Interested parties with the ability to provide the required services should provide a description of capabilities, experience and references to substantiate ability to provide the required services (maximum of ten pages). This information will be used in conducting market research to identify potential sources and to help determine the most effective strategy to procure the required services. Responses are due no later than 12:00 p.m. (noon) local prevailing time on June 6, 2007 to the contracting office address identified above, as well as electronically (in MS Word or PDF format) to the Purchasing Agent, Sandra.K.Souders@noaa.gov. This Request for Information (RFI) shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. Responses to this notice will be treated as information only. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of contractor response to this notice or Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this request. All proprietary information should be marked as such. This inquiry neither states nor implies that future contracts will be awarded to persons, firms, or other entities responding to this inquiry. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives this inquiry.
