Description
The Philadelphia District is issuing a RFP (Request for Proposal) for the installation and expansion of electrical distribution systems (including power plants) and the provision of temporary power support services for U.S. and Coalition forces in su pport of Operation Iraqi Freedom. The period of performance will be for a base year with options for up to three additional years of performance. The procurement will be a negotiated, best-value action under Part 15 of the Federal Acquisition Regulations. Proposals will be reviewed for completeness in satisfying the requirements of the RFP and for their merit against the following evaluation factors: Technical: past performance and experience, management, and mobilization schedule, and Price: price reas onableness and price realism. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. The technical sub factors are in descending order of importance with past performanc e and experience most important and more significant than management. Management is more important than mobilization schedule. The price sub factors are of equal weight. Price proposals must be submitted simultaneously with the Technical proposal to th e Contracting Officer in accordance with the RFPs requirements entitled Proposal Requirements and Evaluation Criteria. The government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should c ontain the offerors best terms. Solicitation documents, plans and specifications will only be available on the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.gov. Interested parties must register as a Vendor with FedTeDs before accessing the system. In o rder to register as a Vendor in FedTeDS, offerors must be registered in the Central Contractor Registration (CCR) system (http://www.ccr.gov). Interested offerors can access the data for this solicitation through the hyperlink established in the Federal B usiness Opportunities (FedBizOpps) system (http://www.fedbizopps.gov) announcement, which will redirect to the solicitation-specific data in FedTeDS. Registration for updates to plans and specifications should be made on the FEDBIZOPS webpage for this sol icitation. The FedTeDs system does not allow for offerors (etc.) to perform a search for solicitation data. All searches can be performed through the FedBizOpps system. Offerors may view and/or download the solicitation and all amendments from the FedTeDs web page on (or after) the issue date of 11 Jun. 2007. Hard copies will not be available. No written or fax requests will be accepted. It is the offerors responsibil ity to monitor the FedTeds web site for any amendments. Offerors are responsible for printing copies of the RFP and any amendments. Bonding is not required. All contractors are required to be registered in the DODs Central Contract Registry before an aw ard can be made as required by DFARS 204.7300. Also, firms who receive a federal contract in excess of $25,00 0.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
