- Pre-Solicitation Notice for Project YTPM 05-0006 and YTPM 05-0007, Repair roofs, Hangars 3 and 5, Westover Air Reserve Base, Chicopee, MA 01022-1536. The scope of work under this contract includes the complete removal and disposal of existing snow guard assemblies and roofing on Hangars 3 and 5 and replacing with new membrane roofing and aluminum snow guard systems. The two structures are essentially identical and each consists of a main wooden decked barrel roof of approximately 51,400 square feet with a ridge height of approximately 65 feet. There are two story lean-to?s or wings on the north and south elevations with low sloped concrete decked roofs of approximately 5,640 square feet each. Currently, the barrel roofing is a hypalon Membrane while the lean-to roofs are an EPDM membrane, all over polyisocyanurate insulation. Removal and replacement of deteriorated wooden decking along with repairs to the concrete roof decks will be included. The new roofing membrane is to be a heat-weldable thermoplastic. There are two main hangar door pockets at each facility with corrugated and flat transite roofing and siding panels. The roofs and portions of the siding which interface with areas of new roofing are to be removed as a hazardous material and replaced with new standing seam metal roofing and corrugated and flat metal siding to match the original appearance. This project is being solicited Unrestricted. The small business size standard applicable for this project is $13,000,000.00 and the NAICS (North American Industrial Classification System) code of this solicitation is 238160. RFP will be issued on or about 22 June 2007 with a bid opening on or about 25 July 2007. Performance Period will be one hundred eighty (180) calendar days from issuance of the Notice to Proceed. The estimated cost of construction is between $1,000,000.00 and $5,000,000.00. The solicitation, including the bid package and wage rates will be posted at this site (FedBizOpps.gov) and the technical data (drawings and specifications) will be posted at FedTeds.gov. There will be no other form of distribution for this solicitation other than downloading the information from these sites. A hard copy of the solicitation will be available for examination at the 439 CONF/LGC office, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA 01022-1536
