Description

Modification 0001 for Synopsis WC133W-07-RQ-0237 Two New 10-Ton Computer Room Air Conditioning Units for Philadelphia WFO, Mt. Holly, New Jersey. The Brand Name Justification is as follows: In accordance with 41 U.S.C. 253(c)(1) as implemented by the Federal Acquisitions Regulation 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements. The National Weather Service (NWS) is mandated by Executive Order (EO 13423) to maintain, monitor, log and control temperature and humidity in our facilities. Also, as a Government agency, the NWS is under increased scrutiny and initiative to lower electrical costs of operations. The American Power Conversion (APC), Precision/Packaged Air Conditioning (PAC) Units offers several features which increase reliability, efficiency, lower maintenance, and manageability. A Pre-solicitation research conducted by the contract specialist confirms the validity of the customers request for the American Power Conversion (APC), Precision/Packaged Air Conditioning (PAC) Units branded requirement. In addition, the Contracting Officer concurs with the customers argument that a product other than the one specified would be costly, less efficient and harder to maintain.
