- This is a combined/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI7101 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-16). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure an order from Applied Biosystems for a standing order for reagents, solvents and miscellaneous parts for four (4) ABI Procise 494 Protein Sequencers for Edman degradation. The purpose of this requirement is to obtain a standing order on a per call basis from the NIH lab personnel. The anticipated period of performance is from 06/01/07 thru 05/31/08 on a per call basis. The contractor shall utilize shipments of Acetonitrile with acetyl-cystein (85 each), BioBrene Plus (2 each), Prosorb cartridge, 10/pk (40 each), Column, PTH 0.8x250mm (4 each), Premix buffer concentrate (30 each), Procise cartridge seals (15 each), Speri-5 PTH 5um 220x2.1mm (4 each), PTH-AA STD Solution (4 each), R2C, NMPIP/water/methanol reagent (24 each), R1, 5% PITC in heptane (85 each), R3, Trifluoroacetic acid (40 each), R4A, 25% Trifluoroacetic acid in water (130 each), S1, n-heptane (4 each), S2B, ethyl acetate (48 each), S3, butyl chloride (125 each), S4C, 10% acetonitrile in water (40 each), S4B, 20% acetonitrile in water (48 each), Solvent A3, 3.5% THF, 1 liter (48 each), Solvent A3, 3.5% THF, 450ml (48 each), Solvent B2 (48 each), Solvent B2, 450ml (48 each). The primary goal is to maintain the consistency of the data; therefore the reagents, solvents, and miscellaneous parts must stay the same. The contractors shall provide reliable delivery next day, free of charge. The following factors for the sequencing analysis to be reliable and timely: (1) price, (2) quality, (3) purity, (4) bottles of the sizes designed to fit on the ABI Procise 494 Protein Sequencers, (5) availability, (6) prompt delivery of reagents, solvents, and miscellaneous parts on a per call basis. The purity is of importance to sensitive and successful sequencing. The contractor shall guarantee replacement of these reagents if there is ever a problem with specific lots. The reagents have a limited shelf life and they can not be ordered in advance and stored. The quality of reagents for these instruments is a crucial importance to achieve the sensitivity required for Edman sequencing chemistry. In order to maintain reliable and speedy service to our investigators, these reagents, solvents, and miscellaneous parts must be supplied on a constant basis. The North American Industry Classification System (NIACS) Code for this acquisition is 325413, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB terms are ?Destination? and Net 30.
