Description
The U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253 (c ) (1) with EADS Public Safety, Inc. to procure four VHF Repeaters. NTIA is developing a test instrument for the Project 25 Inter-RF Sub System Interface (ISSI) based on TIA Standard TIA-102.BACA. This involves development of test software to test the standardized interface against actual implementations of the ISSI standard (TIA-102.BACA). NTIA has entered into a cooperative agreement with EADS and the software development has begun. The software implementation provided by EADS currently requires EADS developed VHF repeaters for proper functionality to continue development of the test instrument. The VHF Repeaters will have the following specifications: 1. One channel 2. 100 Watts 3. P25 trunk network connectivity with IP backhaul 4. VHF frequency band This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Based on our market research, EADS Public Safety, Inc. is the only source available to provide the necessary product. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice must be submitted in writing to the attention of Ms. Rima (e-mail preferred) by close of business June 4, 2007. Anticipated award date is June 5, 2007.
