Description
The Naval Sea Systems Command is conducting a market survey for a potential requirement for two (2) Coastal Patrol Boats (CPBs). This is not a request for proposal, and no solicitation or additional information is available at this time. The purpose of this notice is to determine the presence of potential offerors and suppliers available to furnish a craft as described below:</p> The proposed CPB must be in military, paramilitary or police service in a similar configuration with at least 2 in-service years with those users.</p> 1. Operational Requirements: The CPB is expected to be fully operational in unprotected offshore waters up to sea state 4 and be survival up to sea state 6. (Pierson - Moskowitz Sea Spectrum) The CPB will patrol on-station at speeds less than 12 knots (80 to 90 percent of operating engine hours). 2. General Dimensions and Performance: Maximum Length (LOA) – 70 feet (+/ – 10ft) Maximum Beam – 20 feet Maximum Draft (Full Load) – 6 feet Maximum Speed (Full Load) – 25 knots Cruise Speed (Full Load) < 16 knots Patrol Speed (Best economical speed) – 8 to 12 knots Minimum Range at Cruise Speed – 400 nautical miles 3. The CPB should be either an all-welded steel or aluminum construction in accordance with ABS’s High Speed Naval Craft guidelines with a minimum of three (3) watertight/gastight compartments and two-compartment damage stability for sea state 4. 4. Weapon Station: A single mount for a .50 caliber MG forward of the pilot house with a forward 180 degree arc of fire; 5. Rigged Hull Inflatable Boat (RHIB) capable of transporting 6 persons with inboard diesel waterjet propulsion and launched/recovered via a stern ramp up to sea state 3. 6. Propulsion: Twin propulsion arrangement with a common-rail Main Propulsion Diesel Engines and attached gearbox with ahead, neutral and astern modes. 7. Primary Electrical System: Two (2) marine diesel generators; 240 volts at 50 Hertz and capable of providing 110 percent of normal underway electrical load but rated at least 20KVa and capable of parallel operation; 3-phase 415 volt shore power connection. 8. Secondary Electrical System: Dual 24V battery banks to provide a minimum of three (3) hour of steady electrical service; and charged by engine-mounted alternators. 9. CPB Crew Compliment: 8 plus 2 guest; 2 Senior NCOs; 2 Junior NCOs; 4 enlisted personnel. 10. Habitability Requirements: The potable water tank shall have a minimum capacity of 530 gallons. Black and grey water collection system will be provided and sized for a crew of 6 for a period of 3 days plus a 20% storage margin. 11. The craft should be equipped with at least two life-rafts each with “search and rescue transponder” (SART). Respondents are asked to provide the following:</p> Responses to indicate expression of interest need to provide the following: </p> (a) The name and address of the interested organization; </p> (b) Point of contact including name, title, phone, and email addresses</p> (c) CAGE Code and DUNS Number</p> (d) a brief description of the candidate CPB with, if available, picture(s) and/or outboard profile; ROM price for Two craft and number of days to deliver after award of contract. Also identify where this craft has performed the required military, paramilitary or police service in a similar configuration with at least 2 in-service years. The response to this subparagraph (d) must not exceed five pages. </p> Response: Email responses or inquiries should be sent to Ms. Suzanne Blagg, Suzanne.blagg@navy.mil.
