Description
NAICS Code: 541611 The U.S. Environmental Protection Agency is requesting services to EPA's Center for Radiological Emergency Preparedness, Prevention, and Response (CREPPR) to provide consultation services related to addressing the roles and responsibilities of the Center and the Center's staff. The CREPPR has experienced personnel changes and challenges for maintaining a clear vision for the current and future function of the Center. Management's role for the center operations must be reviewed for the center staff, and individual coaching needs explored. Additionally, center staff should discuss the Agency's internal emergency response decision making and communications structures and how management allocates emergency response assets during Incidents of National Significance. The Contractor shall conduct one (1) one-day retreat in which the Contractor shall serve as facilitator and coach to the members of the CREPPR (approximately 10 people). This task includes working with the members of the Center to establish a retreat agenda, interviews with Center Management and staff, meeting facilitation, and meeting notes that summarize the retreats and highlight action items. The consultation should include discussion of the current management structure, functioning as a Center, the Center's role during emergency response operations, management concepts and staff coaching. In addition, the Contractor shall conduct one (1) two-and-a-half-day retreat in which the Contractor shall serve as facilitator and coach to the Office of Radiation and Indoor Air's management team. This includes working with Office of Radiation and Indoor Air's management team to establish a retreat agenda, possible interviews, meeting facilitations, provide meeting notes that summarize the retreats and highlight action items. The consultation should include team building exercises, processes to improve operational readiness for emergency response, future planning, budget planning and workload management. Also, Program planning for the upcoming year, operational constraints and management decisions related to the current and future budget should be addressed. Please provide, by Wednesday May 30, 2007, a cost proposal and a brief (no more than 10 pages) technical plan for accomplishing the tasks and deliverables identified.
