- Description
- NASA/LaRC has a requirement for Field Programmable Gate Arrays (FPGA). The Mars Science Laboratory Entry, Descent and Landing Instrumentation (MEDLI) project has the unique opportunity to place engineering measurement devices on the heatshield of the Mars Science Laboratory (MSL) vehicle, scheduled for launch in 2009. Obtaining valuable data about the Mars entry environment will help validate aerothermal and ablative materials models, lowering the risk for future robotic and human missions to Mars. The instrument complement for MEDLI includes temperature, ablation, and pressure measurement devices. The Sensor Support Electronics unit conditions the signals from various sensors, performs the analog to digital conversion, and passes serial data to the Rover. The digital interface with the Rover and the controls of analog circuitries are implemented on a FPGA. NASA/LaRC intends to purchase the FPGA from Actel Corporation as they are the only known source that can provide the FPGA that meets all of NASA LaRC's specifications. The Actel FPGA meets the following specifications in order to survive launch, cruise and entry into the atmosphere of Mars. The FPGA can withstand a Total Ionizing Dose (TID) of less than 20Krad, it is latch up immune and can survive a single event upset of greater than > 36 MeV-cm2/mg. In addition it has a storage temperature range of -65 oC to +150 oC and an operational temperature of -55 oC to +125 oC. Because the chips that interact with the FPGA operate on 5V power the FPGA shall also be 5V compliant. A preliminary design of the logic to be programmed into the FPGA showed that a chip with 91,000 system gates and at least 1,800 registers is required. The number of gates and registers do include margin if the design changes. The FPGA will be used for spaceflight and shall be compliant with the QML Military Standard MIL-PRF-38535 and shall have a product flow of QML class Q. Authority for the Justification for Other Than Full and Open Competition is provided by FAR 6.302-1 - Only one responsible source and FAR 13.5 Test Program for Certain Commercial Items (PL 104-106, Section 4202 of the Clinger-Cohen Act of 1996 as amended by PL 109-163, Section 1443 of the FY 2006 National Defense Authorization Act). This authority is available for use in acquiring commercial items not exceeding $5.5 million. The Actel Corporation, is the only responsible source and no other supplies or services will satisfy Agency requirements under the authority 10 U.S.C. 2304 (c)(1). The Government intends to acquire a commercial item using FAR Part 12 and Part 13.5, Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
