- The General Services Administration?s Federal Acquisition Service solicits your response to the attached RFQ. We invite you to submit a proposal for satisfying the requirements described in this RFQ. Please submit all required information before the specified closing date and in accordance with the instructions set forth in the RFQ. Vendors are encouraged to review the RFQ carefully and submit any questions and comments via email no later than 4:00PM, Eastern Time, on 05/24/2007 to Rick.Yao@gsa.gov. The responses to questions received will be issued shortly thereafter. Quotes shall be received NLT 05/29/2007, 5:00pm EDT via email by Rick.yao@gsa.gov. In order to be considered for award, offerors must be registered with IT Solution. Award will only be made through IT Solutions. The website is http://it-solutions.gsa.gov. If vendor registration assistance is needed, please contact the help desk at 877.243.2889. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. VideoFurnace provides an integrated video solution for video encoding and decoding that spans MPEG2, MPEG4 and an upgraded path to H.264 HD. Uniquely, VideoFurnace delivers video channels via an Operating System (OS) independent video player, which is necessary in the NAVAIR RDTE environment where the US Navy-NAVAIR hosts Windows, MAC, Linux, HPUX and other operating systems. In addition, the U.S Navy requires a contractor/manufacture who could offer a fully integrated solution covering all primary areas of video distribution networks including: encoding, decoding, administration, conditional access, license management, program guidance, AV editing, VOD and encryption. This procurement is a Total Small Business Set-Aside. Award shall be made based on lowest price technically acceptable. Delivery: Specify best possible earliest delivery. Offerors are expected to examine this entire RFQ and complete all required attachments. Submitted quote must be inclusive of all required technical items. Award will only be made on an all or none basis. Failure to do so will be considered non-responsive and will not be considered for award.
