Description

The Bureau of Reclamation intends to negotiate on a sole source basis with Pink Elephant Inc, 1600 Golf Road, Suite 1200, Rolling Meadows, IL 60008 to provide product; Atlas Gold ITIL Toolkit with first year's maintenance. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for product for which the Government believes that there is only one responsible source and no other product/services will satisfy the agency's requirement. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition: 1. Provide a complete description of the supplies or services: Reclamation is in need of an Information Technology Infrastructure Library (ITIL) tool. ITIL is a framework of best practice approaches and management procedures that have been set up within an Information Technology (IT) organization to facilitate the delivery of high quality information technology (IT) services. The ITIL tool that Reclamation is in need of will need to meet the following requirements: (a) Provide Roadmaps (b) Provide Templates for ITIL related documentation (c) Provide step by step guides related to the implementation of ITIL and how to customize ITIL processes within our environment (d) Provide Project Plan documentation (e) Provide assistance in future implementations related to requirements gathering (f) Provide Flow charting capabilities (d) Provide details related to several ITIL processes, such as Service Level Management, Change Management and Configuration Management (e) Preference for web-enabled application that is managed and kept up to date by the vendor 2. Describe why the proposed contractor is the only source: Reclamation performed market research and contacted several sources either by telephone or by perusing the vendors' websites. Other vendors provide some of the services but not all services as described above. Pink Elephant was the only source known to Reclamation as a result of the market research that offered all services required. Reclamation's decision to choose this vendor is based on the type of services offered (a one stop shop if you will) as well as a significant cost savings (based on going out to separate vendors to get all the services required). 4. Additional facts that support the sole source vendor: Market Research provides data that this source (Pink Elephant) is the only vendor that can provide the services requested by Reclamation. Firms that believe they can provide the required product/services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar products/services must provide supporting evidence that they can furnish the product/service identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 5 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at lhayes@do.usbr.gov. Responses should include the firm's Dun and Bradstreet number (DUNS). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North America Industrial Classification System (NAICS) Code 611710 which is $6.5 Million per year averaged over last 3 years.
